To manage the implementation and coordination of World Vision Eastern DRC Humanitarian Emergency Protection programs including: Design, planning, documentation, program and staff management, monitoring, evaluation, research, and training.
To identify or recruit a national Congolese to build the capacity of in order to give the manager responsibilities to (ideally within 1 year)
KEY RESPONSIBILITIES:
- Provide the protection teams (project coordinators and officers and community animators) with regular and direct technical support/supervision in the field, guiding them with implementation of various activities and phases of the project cycle.
- Manage ongoing and new stand-alone protection initiatives in Eastern DRC-including developing project specific implementation plans, budget monitoring, activity monitoring and reporting and staff management
- Conduct ongoing situation analysis and protection needs assessment as a basis for developing a dynamic protection strategy for the response
- Ensure that all projects are implemented in accordance with the agreed upon project timeliness by ensuring that all the donor requirements are met.
- Ensure systematic monitoring, reporting and participatory impact evaluation in collaboration with the Quality Assurance Team
- Ensure protection mainstreaming into all projects, identification, design and implementation in collaboration with programming team.
- Promote and support the integration of protection considerations into traditional assistance sectors
- Sensitize response management and support staff for full implementation of and compliance with the World Vision protection policy.
- Actively support World Vision advocacy related to the dominant human rights violations by channeling updated and verified information from the field to the advocacy unit in eDRC and or National Office.
- Organise and support the continued collection of protection-related data in collaboration with Quality Assurance, collate and document accurate and disaggregated information on number, location, needs and vulnerability factors of populations under threat and analyze trends and patterns of human rights violations in order to timely inform and induce adjustment of the World Vision Humanitarian Emergency Response.
- In collaboration with Quality Assurance Unit, prepare project proposals
- Prepare timely interim/final reports to donors in collaboration with the Operations Manager.
- Take the lead in the implementation of World Vision Child Protection Policy at all levels of its operation. Focal point for investigating any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
Training - Responsible for strengthening the technical capacities of the protection staff, through training needs analysis, direct conduction of training and/or organisation of external trainers’ intervention.
- Train all operational staff to support the mainstreaming of protection into the response and carry out protection specific tasks including legal analysis and facilitating access of beneficiaries to their legal entitlements
Representation/ Coordination - Ensure coordination of protection activities with other actors, such as traditional leaders, religious leaders, women’s groups, other civil society groups, in areas and communities of WV interest to establish a common protection platform and form alliances as appropriate
- Represent World Vision in related government, UN cluster and sub-cluster meetings ensuring proper coordination, participation in common initiatives dissemination of information about World Vision activities and beneficiaries’ needs and establishing a well coordinated protection network.
- Develop and maintain close relationships with relevant stakeholders, establishing World Vision as a key actor of Protection interventions in Eastern DRC.
- Develop, maintain and/or initiate strong and productive relationship with relevant donors, national partners, as well as UN agencies and NGOs.
Documentation - Ensure monthly statistical reports on protection program operations are compiled and written reports on each site's requirements are done
- Ensure that timely project narrative and financial reports are completed and submitted to donors through the programming team.
- Compile potential gifts-in-kind lists and budgetary requirements
Human Resource Management - In collaboration with the Human Resources Team, take charge of the identification, interview and recruitment of national technical staff and their technical induction.
- In collaboration with the Human Resource Team, contribute to reinforce the management structure through the development of adequate tools and procedures ( job description, performance evaluation, internal coordination mechanisms)
Financial Management - Collaborate with finance team regarding development and management of project budgets and timely reporting
- Ensure expenditures are within the budget and in compliance with financial standard
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
- Advanced University degree in Human rights law or a related field
- A minimum of 5-10 years operational humanitarian experience with minimum of five years in a leadership role in an emergency context.
- Field experience and understanding of technical protection issues in an emergency context.
- Requires experience with project cycle management at field level in a recognised humanitarian organisation. This also includes planning and implementation of projects in the areas of prevention, reintegration and education of marginalized/vulnerable groups
PREFERRED: - Strong empirical knowledge of the humanitarian sector
