Description: | IMA World Health is seeking an experienced Program Manager for an anticipated Global Fund-funded project for malaria prevention and control activities in Southern Sudan. Focused on the Jonglei and Upper Nile states, the Program Manager will provide strategic leadership and management for all aspects of program development, technical and financial management, monitoring and evaluation, and reporting, assuring quality, impact and cost effectiveness for the successful implementation of the project. The Program Manager will maintain collaborative working relationships with the donor, the Ministry of Health and its related agencies at the state and county levels, international and local partners, and other stakeholders. S/he will provide effective management and support for the development of staff and provide guidance and assistance in reporting, documentation, and knowledge management. |
Duties: | 1. Serve as primary liaison with the Global Fund Prime Recipient, responding to requests in a timely manner and maintaining effective communication for progress of project objectives and achievement of project results that meet or exceed project requirements. 2. Foster a collaborative working relationship with the Ministry of Health and its related agencies, other government agencies, project partners, and other organizations as appropriate. 3. Monitor progress of project objectives and maintain regular contact with staff and consultants by e-mail, telephone and regular visits. Address current issues by visiting project sites regularly and inform the VP for Programs of progress, challenges, and issues. 4. Evaluate program effectiveness and determine corrective action needed to improve goal achievement. 5. Manage funds within approved spending levels; ensure and supervise financial compliance and regular reporting according to donor rules and regulations; and support annual auditing procedures. 6. Oversee grant management and subcontracting to local agencies. 7. Ensure quality, timely technical and financial reporting to the donor by collecting information and preparing reports as required. 8. Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability. 9. Ensure technical capacity of staff and provide technical assistance backstopping when required. 10. Other tasks as assigned by the VP for Programs or his/her designate. |
Qualifications: | 1. Master’s level degree in health or related field; Ph.D. or doctoral degree preferred. 2. At least 8 years’ successful experience managing health programs of similar size and scope in the developing world. 3. Demonstrated technical skills and experience in one or more key technical areas of the project including malaria prevention and control interventions, health management information systems, and monitoring and evaluation. 4. Significant experience working in post-conflict environments required; experience working in the Africa region and Southern Sudan preferred. 5. Familiarity with and understanding of Global Fund regulations and policies and/or other donor requirements. 6. Experience supervising professional and support staff in a multicultural, multi-linguistic environment. 7. Demonstrated performance as a decision-maker with excellent interpersonal skills and capability for directing and managing change, inspiring teamwork and high performing teams. 8. Demonstrated leadership working effectively within and across the health, community, and NGO/FBO/CBO and private sectors. 9. Fluency in English in both oral and written communication required; proficiency in Arabic or local dialects preferred. 10. Ability to travel within the country or region and internationally, if needed. |
