Livelihoods Coordinator

General Description of the Programme GOAL has been working in Sudan since 1984. GOAL Sudan currently has 6 programme sites Twic County, Warrap; Blue Nile; Upper Nile State; North Darfur; Kassala; and Abyei. The current GOAL programmes focus’s on four main sectors: primary health care, water, sanitation and hygiene promotion (WASH), women’s education programme (REFLECT), and sustainable livelihoods.

General description of the role
The Livelihoods Coordinator will be responsible for providing technical support and strategic direction to Area Coordinators and field-based livelihoods staff who oversee programme implementation. The livelihoods coordinator will assume overall responsibility for livelihoods-related reporting requirements and ensure that country-wide livelihoods data (M&E system) is accurate and consistently recorded.

An experienced analyst, s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer term objectives, based on regular monitoring efforts and periodic visits to field sites. S/he will represent GOAL at Food Security/Livelihoods sector meetings and to other key stakeholders at the national level and on behalf of field based teams.

GOAL’s current livelihoods programming focuses on two primary areas: improving food security and income-generating opportunities for women. Programmes include micro-gardens, demonstration farms, agriculture training and petty trade. In 2011, a major focus of our livelihoods programming will be diversifying GOAL’s livelihoods strategies by tapping into emerging markets, strengthening non-agriculture related programming and building stronger ties with the Ministries of Agriculture and Forestry.

Key duties

Overall responsibility for the planning, implementation and monitoring of livelihoods projects 1.1 Working in close collaboration with relevant M+E staff and in consultation with the ACDP and other project staff, ensure the collection of adequate data for the project, including weekly and monthly reports. 1.2 Prepare periodic programmatic work plans and project budgets in line with donor and mission conventions

1.3 Following consultations with relevant staff, establish and maintain a project monitoring system, including an informative and effective field reporting system, that will enable measurement of progress against stated goals and objectives. 1.4 When deemed necessary and following assessment of project progress as indicated by monitoring information, modify the project strategy and activities to permit more efficient attainment of project objectives. 1.5 Administer the project budget through reviewing payment requests, approving expenditures in accordance with GOAL policies and procedures and tracking and controlling overall costs within budgetary parameters. 1.6 Liaise with finance/administration, procurement and human resource departments at sub-office and HQ level departments to ensure adequate support for all project activities. 1.7 Review and approve all input requirements for all livelihoods programmes.

Supervision of project staff 2.1 In consultation with direct reports, prepare comprehensive job descriptions for all new livelihoods staff and review all current livelihoods descriptions. 2.2 Ensure that all project job vacancies are filled in a timely fashion through working with the HR Unit in advertising vacancies, reviewing CV’s and participating in interviews and that all standard GOAL hiring procedures are strictly adhered to in this process. 2.3 Effect the preparation of Work Plans by all project staff to reflect mutually agreed expectations and objectives between employee and supervisor. 2.4 In line with the performance management system adopted by GOAL, ensure that mid-term reviews and annual appraisals are completed for all project staff. 2.5 Frequently travel to all project areas to observe and compare actual staff performance and achievements against set monthly work plans and provide on-the-job feedback and instigate immediate corrective measures to ensure the optimal productivity and efficiency of staff in support of the achievement of project goals. 2.6 Frequently travel and liaise with local organisations to observe and compare actual staff performance and achievements against set monthly work plans. Foster a stable and participatory working environment by promoting experience sharing and lessons learnt.

Ensure that appropriate and timely technical assistance is incorporated into relevant project activities. 3.1 Prioritize and approve technical and management training needs and associated consultancy resources identified by the ACDP, Area Coordinator and livelihoods team leader and implementing partners. 3.2 Monitor the effectiveness of training provided by the project to its staff and implementing partners through frequent communication with organisers and field observations and ensure any necessary adjustments in training programs are carried out on time. 3.3 Frequently visit implementing partners at both field and office level and document all findings to share at open meetings. Ensure recommendations are included into the annual work plan and training schedule. Undertake frequent training needs assessments and evaluate the quality of these trainings on a bi-annual basis. 3.4 Identify and pursue opportunities for the human resource development of project staff and promote cross visits to improve familiarisation with new technical strategies and attendance at management-related training workshops.

3.5 Identify technical gaps that are unable to be addressed in country, prepare and review all Terms of Reference, prior to submission to ACDP. 3.6 Strengthen, monitor, evaluate and supervise the Income Generate Activities (IGAs) of the REFLECT programme.

Participate in the identification and development of additional food security/livelihoods programming initiatives for GOAL North/South Sudan 4.1 Identify new opportunities for GOAL food security/livelihoods programming through problem identification with field programme staff, needs assessments, and liaising with other actors in the FSL sector. 4.2 Assist as necessary in the development of the GOAL Sudan Food Security/Livelihoods Sector Strategy, including the collection of local information, development of associated interventions and review of draft documents. 4.3 If required, accompany the ACDP to meetings with potential donors and/or during presentations depicting GOAL’s North/South work in the food security, nutrition and natural resource management sectors.

Represent the GOAL FSL programme in appropriate fora 5.1 In consultation with the ACDP, develop and maintain cordial working relationships with relevant local, regional and international research institutions (including the Sudanese Institute of Agricultural Research), to facilitate the receipt of up-to-date technical information for the project. 5.2 Establish and nurture working relationships with governmental, NGO, local and international organisations 5.3 Collate/compile field-generated information (such as MICS and KAPB surveys) and complete periodic progress reports in a timely manner in compliance with donor requirements.

Perform all other duties as requested by ACD-P or CD.

Requirements • Bachelors level degree in agriculture, community development, natural resource management or related discipline • At least 3 years practical experience with an international development organisation, managing multi-disciplinary projects under complex operating environments, similar to that found in Sudan, agricultural/livelihoods development or post emergency programming • Demonstrated practical project management experience covering all aspects of the project cycle from design through to evaluation. • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. • Excellent communication and training skills with track record of building/developing cohesive teams • Good team player, flexible and capable of working with a multi-national country team • Ability and willingness to travel to locations outside Khartoum and live in sometime basic conditions • Good computer skills, including Word, Excel,

Desirable • Masters in Rural Development/Natural Resource Management/Business • Short course trainings in vocational training, nutrition, community microfinance methodologies, participatory approaches to development and emergency planning.
