1/ FRC in Sudan: The French Red Cross (FRC) is present in Northern Sudan since September 2010. Since then, FRC has been carrying out an integrated health program in Blue Nile State, within the framework of a bilateral cooperation with the Sudanese Red Crescent Society (SRCS).
2/ A new political context: The Republic of Sudan, torn apart by two civil wars that lasted over 20 years each, is a deeply prone to humanitarian crisis country. Poverty and population displacements, food and water shortages are recurrent and all due to the successive disruptions of civil war and drought, as well as to the difficulty to provide public services.
The country is about to experience a new political organization, separating the North (mainly muslim) and the South (mainly Christian and animist). Indeed as a result of the Navaisha Agreement (also known as the Comprehensive Peace Agreement (CPA)) signed by the two parties in 2005, an independence referendum was held from 9-15 January 2011 that is most likely tolead to the partition of the country. On July 9th 2011, Southern Sudan will officially become the 194th state in the world and the 54th state in Africa. A new national society is likely to be created.
3/ The projects: (subjected to funding) Identified water needs: The only water source in Malakal is the Nile River, joined by the Sobat River coming from the Ethiopians highlands, giving highly turbid waters. The Northern and South-Western areas of the Upper Nile State are known as saline areas and most of the drilling attempts were unsuccessful boreholes. The water treatment infrastructures and water filters installed in the past are still insufficient, as they do not allow to supply drinkable water to the entire population. The distance the far-away living population has to walk to fetch water is also a problem.
Another challenge relies in hygiene promotion, which has already been initiated by SRCS volunteers to improve women’s awareness to hygiene and water born diseases. Identified Sanitation needs: The sanitation situation in Malakal area is extremely poor. Very few people have access to sanitary means (only 7% at the state level according to the 2006 Sudan Household Health Survey). And numbers of taboos about the use of latrines undermine the health and hygiene local conditions. In addition, the need of solid construction material makes the price of a latrine expensive and unaffordable for most of the population. Most of the very few households’ latrines were built with the support of NGOs (ADRA, IRD), which have now closed their programs.
Identified organisational needs: The national society of Southern Sudan and its staff will need increased capacity building on project cycle management, reporting and needs assessment As well as logistics, administrative and finance management
The Malakal Project: Throughout its programs, FRC strives to provide the well-being and living conditions of vulnerable populations the project aims at improving the sanitary conditions and the hygiene habits of the population in Malakal, through the building and rehabilitation of 80 public latrines, the introduction of sedimentation and SODIS methods to increase water quality as well as awareness sessions on hygiene and basic health. The activities will be partly based on a reinforced network of volunteers from the national society, as capacity building to make the local branch a key actor in terms of emergency preparedness and response is an objective of the project.
OBJECTIFS DU POSTE PENDANT LA DUREE DE LA MISSION Under the responsibility of the Africa Desk officer in Paris, the Head of Delegation is in charge of the French Red Cross delegation in Southern Sudan. He / She ensures the compliance with FRC rules as well as donor procedures and Sudanese Law. He / She respects the RC/RC principles, including confidentiality.
He / she will be in charge of: 1) Representation: FRC representation in South Sudan: institutional and operational relationships with the national society, other Movement partners, local authorities, donors and all FRC partners. 2) Project Management: Management of FRC Delegation and follow up of Malakal project in compliance with FRC principles. 3) Staff Management: Management of national and expatriate staff and implementation of the security rules. 4) Development of FRC Delegation in South Sudan: Needs assessment, identification and writing of new projects; fund raising in coordination with HQ services.

The Head of Delegation in Juba will be responsible for representing, managing and developing FRC Delegation in Southern Sudan.
1) Representation: FRC representation in Sudan The Head of Delegation in Juba is responsible for: a) Installing and setting up the FRC delegation in Juba (accounts opening, official registration etc.) b) Setting up fluid working relationship with SSRCS; c) Introducing FRC to partners and participating to regular meeting with partners (SSRCS, RC/RC Movement, NGOs, local authorities etc...); d) Introducing FRC Participating to all relevant coordination meetings (UN Cluster, Movement meeting etc.); e) Initiating and participating to regular meeting and good communication with the donors’ representative (for project follow-up)
2) Development of FRC Delegation in Sudan: Needs assessment & new projects writing ; fund raising in link with the Africa Desk in Paris
The Head of Delegation in Juba is responsible for: a) Defining FRC strategy in Southern Sudan according to needs assessment realized in coordination with the Desk; b) Maintaining a high level of knowledge about the donors’ opportunities in Northern Sudan; c) Writing projects proposals according to realized needs assessment to d) Participating and initiating regular meeting with donors (UN, ECHO, Embassies etc.);
3) Project Management: Management of FRC Delegation and follow up of Malakal project in compliance with FRC principles. The Head of Delegation in Juba is responsible for: a) Setting up and implementing FRC tools (MOPI) within the newly created delegation: Internal rules and procedures, Security Plan, Individual Action Plan ; b) Ensuring the correct implementation of FRC and donors’ logistics, administrative and financial procedures and rules; c) Following up daily accounting / finance on the mission; d) Following up of Malakal project activities in coordination with the Watsan Delegate and according to the project proposal (project cycle management); e) Following up the budget and writing the financial reports; f) Writing internal and external activity reports: monthly activity internal reports / donors’ intermediate reports / donors’ final reports.
4) Staff Management: Managing the national and expatriate staff, ensuring the implementation of the security rules. The Head of Delegation in Juba is responsible for: a) Managing national staff and Human resources; b) Managing expatriates human resources: evaluation, holidays planning, appropriate training etc.; c) Following-up the security plan in coordination with DMI department; d) Implementing the respect by all staff of the security rules.

EXIGENCES DU POSTE Background:
• Higher education in development studies / international relations / political sciences or more than 5 years experience in development project management • Minimum 3 years as project coordinator / head of delegation • Knowledge / experience within the RC/RC Movement • Abilities in financial and budget management Other abilities: • Representation abilities • Highly diplomatic skills (relation with local authorities, SCRS) • Flexible, patient and adaptable • Experienced in managing staff from other cultures. • Excellent team working abilities. • Excellent reporting abilities and very good knowledge of the project cycle management • Driving licence (+ 5 years if possible). • Good computer knowledge • Working experience in unstable political contexts necessary. Specific requirements: • Experiences in difficult work context: conflict areas, political instability, sanitary crisis. • Work experience in Eastern Africa, if possible Sudan. Knowledge of modern Sudan is an asset
