The international business development unit of Soges S.p.A is recruiting a team
of expert consultants to work on the EC funded FWC project
“Ex-post Evaluation of “Preservation and Conservation of the Lalibela Churches” Project”
Country of assignment and location: Ethiopia
The project: The ex-post evaluation will provide the decision-makers in the Government of Ethiopia, the relevant external co-operation services of the European Commission and the wider public with sufficient information to:
a. Make an overall independent assessment about the past performance of the project/programme, determine whether the project has been relevant; effective and efficient paying particularly attention to the impact and sustainability of the project actions against its objectives and if these have been reached according to the project's logical framework;
b. Determine whether the accompanying actions that were identified as conditions to be undertaken by the beneficiary of the project (the Government of Ethiopia) were realised and point out the constrains encountered.
c. Identify key lessons and major problems or deficiencies observed and draw up proposals/practical recommendations for follow-up actions to enable better formulation of future projects.
We are looking for the following position:
Key Expert 1 – Senior
- University degree in the field of social science and other relevant fields of study. Given the analytical nature of the work, education at more advanced degree level would be an asset.
- At least 10 years of program/project management and policy formulation experience in cultural heritage conservation and/or related field.
- Prior projects/programs/policies evaluation experience is a must, in particular the expert must be fully conversant with Project Cycle Management (PCM) based evaluation work and the European Commission’s aid delivery methods, as required by the European Commission. Expertise in result-based management is also important.
- Prior experience with evaluation of programs commissioned by the European Commission and knowledge of Ethiopia, in which this evaluation is to be carried out, would be an asset.
- Full working knowledge of English, in particular excellent report writing.
Duration of the assignment: 22 w/d in 2 months
