DIRECTOR, AFRICA
SUMMARY DESCRIPTION
The Director for Africa leads the Campaign’s work in Africa. The Director will be responsible for developing a comprehensive strategy to support the adoption of effective tobacco control policies consistent with the Framework Convention on Tobacco Control (FCTC) in Africa. He or she serves as primary liaison with African non-governmental organizations (NGOs) and government actors to identify strategic opportunities to advance tobacco control. S/he will assist in the development and implementation of advocacy campaigns in key countries, providing both grant and technical assistance to support the work of local organizations. In addition, the Director will work with local advocates to support regional efforts to build a strong network of advocates and policy champions to support the enactment and implementation of tobacco control policies in the region and to document and respond to tobacco industry efforts to undermine tobacco control policy change. Consequently, s/he must have a strong understanding of the region’s political systems and processes as well as knowledge of and experience working with the relevant policy players and decision makers in countries where the Campaign works. S/he will be responsible for managing and coordinating Campaign staff and consultants to provide relevant and timely legal, media, research support. S/he will oversee reporting on program activities to all donors.
PRIMARY DUTIES
• Develop a detailed regional strategy that outlines overall objectives, key strategies, and core activities for achieving objectives; develop and successfully implement annual work plan;
• Recruit, support, and oversee the work of in-country CTFK staff and consultants in the Africa to provide focused strategic, communications, legal, and research support;
• Lead the Campaign’s internal Africa team: oversee budget, oversee internal and external reporting;
• Identify groups working in tobacco control throughout the region to provide financial and technical support to promising efforts to advance tobacco control policy change;
• Support advocates in priority countries to develop advocacy plans to achieve policy change;
• Provide technical assistance and work with grantees to assure successful execution of grant projects and advocacy campaigns;
• Coordinate communications and media advocacy assistance to civil society groups, as appropriate and needed; support in-country training of journalists to improve reporting on tobacco control issues;
• When relevant, work with regional bodies and regional organizations in the region, including WHO Africa regional office;
• Represent the Campaign in regional tobacco control efforts and work collaboratively with African tobacco control partners to reinforce and synergize with existing tobacco control efforts in the region.
ADDITIONAL RESPONSIBILITIES
• Perform other duties as directed by the Vice President, International Programs.
REQUIREMENTS
• Proven track-record of experience in designing and implementing projects or activities that have achieved advocacy and policy change;
• In-depth knowledge of the region, its political processes, and the broader development context is critical;
• Minimum of ten (10) years of relevant in-country experience working in public health or economic or social development in Africa;
• Excellent organizational skills and comfort working collaboratively with other groups in networks or coalitions to create shared vision and set complementary work objectives;
• Demonstrated excellence in communication and in working with peoples from diverse cultures and countries;
• Ability to work in a fast-paced, team-oriented environment while juggling multiple projects and deadlines;
• Excellent analytical, writing, and public speaking skills;
• Proficiency in written and spoken English and French (Portuguese a plus);
• Masters degree or better in economics, political science, public health or law is desirable;
• Ability to travel extensively throughout the region
