Project Description:
Following its extensive support to the electoral processes called for in the Comprehensive Peace Agreement, IFES Sudan Election Administration Support Project will continue providing advisory services and technical support to democracy building in Southern Sudan and the region. IFES will primarily focus on assisting Southern Sudanese authorities in devising a new electoral framework and in establishing an Electoral Management Body (EMB). Institutional and capacity building activities are expected to last 2 years. Implementation will require close coordination with the various departments of the Government of Southern Sudan (GoSS), Democracy and Governance team at USAID, the European Union, the UNDP and other democracy and governance partners.
Job Responsibilities:
The Country Director will be responsible for elaborating, managing and participating in processes that:
- Provide technical assistance and advice on electoral components of the permanent constitution to ensure that provisions reflect international standards and the Sudanese context.
- Provide substantive legal and technical inputs to the drafting of a new electoral law to ensure that legal provisions establishing an electoral system meet international standards, maintain consistency with other legislations, and match the operational challenges of conducting elections in the Sudanese context.
- Support the establishment of an election management body with technical and operational support that includes organizational structures, regulatory framework, operating procedures, basic management and administrative systems, and the physical infrastructure necessary for the functioning and an effective election administration.
- Continue electoral stakeholder education activities such as workshops, seminars, informational pamphlets, and other means of increasing the knowledge of future electoral officers, government officials, legislative assembly members, and civil society organizations.
Specific duties are likely to include:
- Serve as IFES's primary representative and on-site coordinator of programming with local and international actors;
- Provide expert advice on organizational development for election administration activities, also to include civic and voter education, election law and electoral systems;
- Develop and maintain contacts and coordinate program activities with local Southern Sudanese officials, key Sudanese stakeholders, USAID, other international entities;
- Build and foster capacity and leadership skills within the EMB management;
- Coordinate closely with consultants and field experts on project components as they develop;
- Ensure timely execution of project activities within the allocated budget; and
- Ensure that donor-specified reporting requirements are met in coordination with expatriate and local program staff. Management
- In coordination with IFES/HQ, development of administrative, financial, and personnel policies and procedures for the IFES project.
- In coordination with IFES/HQ, recruitment, vetting, hiring, and orientation of new local staff.
- In coordination with IFES/HQ, hiring of technical consultants to conduct clearly specified tasks within the project's scope of work.
- Overall responsibility for IT, security, and procurement needs.
Qualifications:
- At least 12 years of relevant international work experience in the democracy and governance field;
- Minimum of seven years combined experience with election administration and institutional development;
- Experience with implementing electoral cycle projects in post-conflict settings;
- Demonstrated experience in capacity-building of election management bodies and election administration staff highly preferred;
- Experience running an office in Sub-Saharan Africa;
- Masters degree in a related field;
- Strong professional and collaborative management skills;
- Demonstrated management experience with USAID-funded activities;
- Working knowledge of USAID policies and regulations;
- Ability to manage and develop local staff;
- Strong oral and written communication skills; and
- Familiarity with political, economic, and social issues in Sudan.
