Coordinator, Regional Mixed Migration Secretariat

Nairobi, Kenya, with frequent travel to within Horn of Africa & Yemen

OVERALL OBJECTIVES

The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. It will from the onset concentrate on the so-called “northern route” mixed migration flows from Somalia and Ethiopia and through Somalia; Ethiopia and Djibouti to Yemen, but may in time look at the “southern” flow through Kenya as well.

The Coordinator RMSS will be responsible for the overall strategy of the Regional Mixed Migration Secretariat, including setting up and management of the Secretariat.

BACKGROUND

The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people leave or pass through Somalia and its neighbouring countries, including Yemen, in the hope of finding a safer or brighter future elsewhere.

On-going coordination of mixed migration work in the region through Mixed Migration Task Forces (MMTFs) in Somalia and Yemen, as well as other forums have identified many of the overall regional migration challenges as have the Regional Conferences on mixed migration in the Gulf of Aden, held in Yemen in 2008 and Djibouti in 2009. Key recommendations of these conferences include better regional linkages, cooperation and information sharing; improved policy frameworks; and the need for support of a Regional Mixed Migration Secretariat (RMMS). A meeting in Djibouti in March 2011 served to specifically consult on and discuss the establishment of such a secretariat.

This establishment of the RMMS is based on extensive consultations between the partners to discuss the protection gaps, needs and how key stakeholders can best collaborate to address gaps and improve mixed migration management and response. In addition the experience of operating a regional migration coordination system in Eastern Europe neighbourhood, namely the Söderköping Process, is being used to inform the design of the RMMS.

It is important that the work of the new Secretariat remain focused on improving information flow and coordination among the already existing forums in the region and avoid duplicating their efforts. The Secretariat is thus not an implementing agency, but rather a coordination service.

The RMMS will be hosted and managed by the DRC Regional Office for the Horn of Africa and Yemen, in Nairobi. A Steering Committee, consisting of 6 representatives (one from each of the following: Yemen MMTF, UNHCR, IOM, Intersos and DRC; and one donor representative) will review, prioritize and approve regular work plans of the RMMS.

KEY RESPONSIBILITIES

Setting up and management of the Secretariat

• Recruit and manage secretariat support staff. • Develop work plans for the RMMS, to be submitted to the RMMS Steering Committee.

Information Management (regional information centre) & Research

• Gather and share/disseminate existing data, information, legislation, policies and conventions, reports, best practice experiences and working methods available in the region to assist members in planning their work. • Analysis of regional mixed migration data, strategies, policies and legislation, and production and dissemination of quality reports. • Set up a library and web portal, to make information and analysis available to regional MMTF agencies and state authorities. • Coordinate and manage research initiatives, to be funded by donors, on areas of interest, as approved by the Steering Committee.

Advocacy, promotion of regional dialogue, networking and coordination

• In collaboration with the members, facilitate and coordinate regular consultation/technical working workshops and conferences/meetings, to identify areas for research or tools development. • In collaboration with the members, assist in the development of a regional advocacy strategy and in regional coordination of information campaigns. • Support existing forums and members to engage with governmental and inter-governmental actors on mixed migration.

Support to capacity building and advice

• Support existing forums in the region with a better understanding of the regional aspects of mixed migration. • Identify experts to offer advice/work alongside agencies/state authorities. • Provide advice on existing tools, training materials and experts on capacity building and response.

REPORTING ARRANGEMENTS

Strategic and Technical supervision and reporting:

• The overall strategy and outline for the work of the Regional Mixed Migration Secretariat will be laid and approved by the Steering Committee of the Regional Mixed Migration Secretariat. The Coordinator will report to the Steering Committee on a quarterly basis, and work according to the rolling 6 months’ work plans approved by the Steering Committee.

Administrative supervision:

• The Coordinator of The Regional Mixed Migration Secretariat will be supervised by the DRC Regional Protection & Migration Advisor for the Horn of Africa and Yemen. The RMMS Coordinator line manages and supervises the technical/administrative staff of the secretariat and any short-term consultants.

QUALIFICATIONS & EXPERIENCE

• Advanced university degree in International Law, Political Sciences or similar; • A minimum of 3-5 years of experience from relevant international position; • Excellent human rights/protection knowledge and solid knowledge of international refugee law; • Having a clear understanding of the regional mixed migration dynamic in the Horn of Africa and Yemen; • Field protection experience from one of the concerned countries is an added advantage; • Proven experience in leading and conducting research will be an added advantage; • Good IT command, solid understanding of web, and database design; • Strong analytical and writing skills in English is essential; good command of one of the following languages is a strong added advantage: French, Arabic, Somali and/or Amharic; • Good networking skills.
