RCN Justice and Democratie (http: www.rcn-ong.be:) is a Belgian non-governmental organization working in the area of good governance & rule of law in post-conflict countries. RCN seeks to contribute to the strengthening of the Southern Sudanese legal system by enhancing the capacity and skills of the Ministry of Legal Affairs & Constitutional Development (MoLACD). Formed in 1994 after the Rwandan genocide, RCN has been working mainly in Africa, more particularly in Rwanda, Burundi, and the Democratic Republic of the Congo.
RCN has been active in Southern Sudan since October 2007 and has conducted intensive legal training programmes for prosecutors, support staff, provided logistical support and training materials. RCN’s current scope of activities includes elementary training of the Government of Southern Sudan prosecutors/legal counsel and support staff on key Southern Sudanese laws and orientation to common law principles. To facilitate the training, RCN will review and republish available training manuals to fit the current Southern Sudanese context.
RCN is therefore seeking qualified candidates to review and/or update training manuals on the following subjects of the Law; Introduction to Law, Civil Procedure, Criminal procedure, Law of Evidence and Professional ethics and a Support staff training manual.
Duties and Responsibilities:
• Review and/or update RCN/MoLACD developed, Common Law based, training manuals for the training of Prosecutors/Legal Counsels of MoLACD (viz. Law of evidence and Professional Ethics) • Collaborate with another consultant, hired by RCN, in the review and/or update the above mentioned training manuals for the training of Prosecutors/Legal Counsels of MoLACD and support staff; • The Consultant shall situate the content of the manual to the Southern Sudanese legal framework and the most current International best practices based on common law. • Work under the supervision of the Head of Mission and adhere to strict deadlines.
Skills and Qualifications • Advanced University degree in Law from a Common Law jurisdiction; • Previous experience in conducting training, development of pedagogic material, training manuals, modules etc. Publications would be an added qualification. • At least 7 years demonstrated experience working within the common law system; • Thorough knowledge of South Sudan and its current and historical context;
Language • Excellent English language skills including drafting abilities is essential
Advantages • Ability to communicate in Arabic or other language spoken in Southern Sudan; • Prior experience in developing training materials and methods in law would be an asset.
