BACKGROUND
The Government of Rwanda has received a grant from the African Development Bank (ADB), through subsidiary granter, Lake Victoria Basin Commission (LVBC) of the East Africa Community (EAC) to finance a five year program to implement the construction of Water Supply, and Sanitation infrastructure as well as capacity building for sustainability of constructed infrastructure in 3 secondary towns of Nyagatare and Kayonza in Eastern Province and Nyanza in Southern Province, under the Lake Victoria Water and Sanitation Initiative, Phase II ( LVWATSAN II) regional program.
The program which will be executed by the Ministry of Infrastructure aims at contributing to the improvement of the livelihoods and health of the residents in the three secondary towns, through the reversal of pollution of the Lake Victoria basin and its catchments. This regional program is implemented consecutively in 15 secondary towns in all five East African Member States under overall coordination of the Lake Victoria Basin Commission (LVBC), with its head quarters in Kisumu, Kenya. The program components are construction of Water Supply infrastructure, urban drainage systems, public toilets, purchase of solid waste equipment and capacity building.
In addition, part of the sums awarded under the grant will be used for the administration and operation of the Program Implementation Unit ( PMU) which will consist of a Project Coordinator, 2 project engineers, Finance and Administration Officer, Procurement Specialist , Environmental and Social Expert.
In order to establish a strong Project Management Unit (PMU) capable of delivering the program timely and successfully, the Ministry of Infrastructure wishes to recruit the following highly qualified and motivated program staff:
1.Water Supply and Sanitation Project Engineer( 2 Positions)
Required qualifications and experience:
1. Be a Rwandese National
2. MSc., MTech or B.Sc. in Construction /Civil Engineering, Water Supply/Hydraulics Engineering, Environmental Management with emphasis on water supply and sanitation or any other scientific related training. Candidates holding Masters Degree will have an added advantage
3. Specific extensive knowledge on the supervision of construction of simple and complex water supply systems, including treatment plants and distribution network, as well as sanitation infrastructure (Solid Waste, Wastewater and drainage systems).
4. At least 3 years experience for Masters Degree holders and 8 years for BSc Degree candidates respectively in supervision of construction works related to water treatment plants and water supply system and sanitation projects
5. Demonstrated capacity in supervision, execution and monitoring of the water supply schemes.
6. Good understanding on the management of big and small project execution contracts
7. Effective written and oral communication skills English.
8. Ability to work in a team and under minimum or no supervision
Duties and Responsibilities:
The Project Engineer will report to Project Coordinator and His/her overall responsibility will be to ensure that project objectives are fully achieved within the program execution period. The Project Engineer’s major tasks will include, but not necessarily be limited to, the following:
9. Ensure that construction, rehabilitation and maintenance projects of potable water treatment plants and schemes are supervised efficiently in order to achieve value for money spent on water supply infrastructure
10. Conduct field visits to all project sites to inspect and monitor the progress on water supply and sanitation works
11. Perform day to day monitoring of the quality of the construction works and guidance to site engineers where necessary
12. Ensure that site meetings for all projects are convened according to project implementation contracts
13. Follow up and scrutinize contract performance and make sure that projects implemented by the project are delivered on time and at the accepted quality standards
14. Ensure that water supply and sanitation projects are implemented according to studies and engineering designs
15. Participate in the review of technical specifications, drawing and designs for water supply systems before implementation of projects
16. Advice the Project Coordinator on notification of defects, defect liability, certification and commissioning of implemented infrastructure
17. Prepare and timely submit, monthly, quarter and annual project progress reports plus any other reports as they will be required
18. Participate in the preparation of project procurement plans, action plans and budgets for the Program
19. Ensure that water supply schemes/ systems are maintained and rehabilitated where necessary
20. Ensure that materials employed by contractors, approved by project supervising companies comply to accepted quality standards before they are used for the project
21. Participate in the implementation of the mandatory environmental management plan as required by Rwanda Environment Management Authority
22. Take a prominent role in the M&E of the project
23. Perform any other lawful duties deemed necessary by the Project implementation manager and the Director of Water and Sanitation Agency
24. Support other project partners in the capacity building initiative
25. Performing other relevant duties as required.
