UN Women: Transitional Justice Expert - Women's Access to Justice in Uganda

UN Women's programme "Women's Access to Justice in Uganda" seeks to enhance women's access to comprehensive justice for conflict-related crimes and those who continue to suffer heightened levels of gender-based violence in the conflict affected areas of the north. The programme focuses on facilitating women's access to both formal and informal justice mechanisms for redress of crimes of sexual and gender based violence as well as violations of the rights to land and property. It has a specific focus on advocating for the establishment of transitional justice mechanisms which respond to women's needs, including through reparations measures, truth-seeking and prosecutions.
The A2J Programme works with the Government of Uganda and key partners to increase the capacity of all sectors to uphold international human rights standards and principles, provides training on the gendered aspects of transitional justice process, and mobilizes women to voice their demands for justice. The innovative aspect of this project rests with its multi-stakeholder approach and its aim to transform women's quality of life through access to justice; raise community awareness on SGBV issues; and involve all stakeholders in securing comprehensive redress for women through transitional justice measures.

Duties and Responsibilities

Under the supervision of the Access to Justice Senior Legal Specialist and the overall direction of the Country Programme Manager for Uganda, the consultant will provide technical expertise in the area of transitional justice and lead the country office in developing programming, strategy and expertise in this area.

Responsibilities will include:
  • Support the Justice Law and Order Sector of Uganda in identified areas to strengthen the effective investigation and prosecution of sexual and gender based crimes
  • Contribute to the creation of a gender sensitive transitional justice programme in Uganda through strategic initiatives and partnerships with JLOS, civil society and UN agency partners
  • Provide technical expertise and support to the UN Women office and their partners on all issues related to TJ and gender
Outputs of the Consultancy:
  • Contribute to the victim witness protection dialogue among UN agencies and government to ensure gender sensitive outcomes
  • Organize an international experts meeting to gather lessons learned and best practice in relation to the prosecution of sexual and gender based crimes under international law
  • Build on existing research conducted in partnership with OHCHR on the development of a gender inclusive reparations programme
  • Contribute to the development of knowledge products and advocacy outputs on gendered reparations within the Ugandan context
  • Work with civil society partners to conduct awareness raising on transitional justice in northern Uganda and to mobilize this constituency to document and advocate for gender sensitive transitional justice measures
  • Technical support to the establishment of any future transitional justice mechanisms, including a truth-seeking body - through feeding into government consultations, outcomes and policy drafts
  • Technical and financial support to civil society partners working on women and girl integration in northern Uganda
  • Support Justice Law and Order Sector in all matters related to transitional justice to ensure gender sensitive and inclusive processes
Deliverables:
  • Develop TORs and hire consultant to take lead on international experts meeting
  • Support hired consultant to distill training materials for the WCD from the meeting
  • Support the creation of a gender inclusive reparations programme
  • Develop knowledge products and advocacy outputs on gendered reparations within the Ugandan context
  • Facilitate effective dissemination of knowledge materials
  • Hold a large scale convention in northern Uganda to hear from women on their experiences of the conflict and demands for justice and reparations
  • Report from northern Uganda convention
  • Monthly briefings for Uganda country office and Global Access to Justice Programme on transitional justice developments in Uganda
  • End of consultancy report with recommendations for future TJ work in Uganda

Competencies

Technical expertise:

  • Transitional justice programming experience and content knowledge, preferably in an African context. In-depth knowledge of the issues of women's rights and gender equality. Experience providing technical advice/capacity building on rule of law issues as well as familiarity with the UN system's rules and procedures would be an asset

Skills:

  • Maturity, ability to take decisions under pressure and ability to deal with politically or culturally sensitive issues. Ability to work as a member of a team. Excellent writing and communication skills

Required Skills and Experience

Education:
  • Advanced degree in law, relevant social sciences, political science/ international affairs, international development studies, gender/women's studies, human rights or a related field
Experience:
  • Minimum 5 years experience in the area of transitional justice, rule of law, peace-building, human rights, gender and development preferably in an African context
  • Programme and policy analysis, strategic planning and field experience in peace-building settings
  • Experience working with women's organizations and governments and in the field desirable
  • Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks
  • Five years of progressively responsible professional experience in project management, coordination, monitoring and evaluation

Language requirements:

  • Fluency in English (written and oral)
  • Knowledge of another UN language is an asset
