Position Responsibilities:
The Senior Technical Officer, Strategic Information will provide technical leadership in strategic information, as well as monitoring and evaluation and any surveillance needs, for FHI’s public health programs in Democratic Republic of Congo.
Minimum Requirements:
- Experience working in DRC. Field experience, and ability and willingness to travel regularly
to project sites around the country.
- Experience with a range of HIV/AIDS interventions (including prevention, care, and
treatment) and other public health programs.
- Experience managing or supporting DRC’s National Strategic Information System.
- Experience managing projects funded by international donors in DRC.
- Knowledge of US Government (especially PEPFAR, CDC, and USAID) M&E and reporting
guidelines.
- Proven training and mentoring experience.
- Software skills to include Excel, Access, SPSS, and EpiInfo; also Word, PowerPoint,
Outlook.
- Proven ability to prioritize, to work independently, and to manage a high volume of work.
Team player.
- Strong written and verbal communications skills.
- Fluency in French and working knowledge of English, with the ability to write in both
languages.
- Culturally-sensitive, with understanding of political, social, and ethical relations around
relevant program areas including HIV/AIDS, reproductive health, and family planning.
BS/BA in public health or related field with 7-9 years relevant experience in public health (especially HIV/AIDS) development programs; or MS/MA/MPH in public health or related field with 5-7 years relevant experience in public health (especially HIV/AIDS) development programs; or PhD, MD or similar degree with 3-5 years relevant experience in public health (especially HIV/AIDS) development programs.
Preferred:
Experience working with a NGO or international organization. Experience building the M&E capacity of partner organizations. Knowledge of M&E and reporting guidelines of other donor agencies (e.g., Global Fund, EU, DFID, World Bank, Gates Foundation). Experience implementing WHO and PEPFAR approaches to health systems strengthening. Experience with GIS mapping. Experience working on SGBV issues. Fluency in national languages (especially Kiswahili and Lingala).
