Job Profile

OXFAM PURPOSE:Oxfam GB works with others to overcome poverty and suffering

TEAM PURPOSE:

To manage a programme, programme sub-unit, area of expertise, processes or systems or lead on policy or strategy development.

JOB PURPOSE:

To manage the development programmes in Angola


Dimensions

· Coordination of and delivery of agreed plans or strategies. Some strategic input.

· Representation in coordination meetings and some external relationships

· Impact and influence is mostly within their own team but sometimes also in other parts of their department and/or external public.

· Usually plans and manages sub-unit resources, not usually over broad spectrum of programs or geographies. Specific competencies and skills required

· Help shape local level objectives in a specific team

· Often working as part of a management team within a larger program unit.

· Providing specialist advice or specific skills to team.

· Plans/objectives contribute to departmental/broader program strategy and can involve collaboration with other departments.

· Management tasks are complex and non-routine within a specialised unit/function.

· Requires the ability to analyse and communicate complex information to a wide audience.

· Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.

· Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.

· To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies.

· To take part in public campaigns based on agreed plan of action and objectives.

· To support fundraising efforts and produce clear and quality reports (financial and narrative) that demonstrate good accountability.


Key Responsibilities

Programme Management:

1. Responsible for managing development programmes and programmes in transition to development

2. Responsible for developing programme initiatives with project managers

3 Responsible for monitoring programmes against programme objectives

4. Responsible for ensuring recruitment of skilled teams to manage programmes

5. In collaboration with programme technical teams and project managers, spearheads programme development and design of programme strategies.

6. Ensure effective integration and mainstreaming of Advocacy, HIV/AIDS, and gender into all programmes.

7 Coordination of and delivery of agreed plans and strategies to ensure timely and effective response to needs and requests

8 Produce regular programme reports (monthly, quarterly and annually) in accordance with Oxfam GB and donor requirements

9. Provide and/or facilitate training and support of teams in working with partners and in community development principles and methodologies.

Personnel Management:

1. Manage staff performance management processes, to include ensure staff performance objectives, personal development plans, career plans, and period performance reviews for all.

2. Ensure all staff have been adequately oriented, inducted and supported in their roles and responsibilities

43 Ensure effective delegation and decision making processes, that involve senior management team members and appropriate staff.

Financial & resource management:

1. Develop, manage and monitor programme budgets against programme plans

3. Ensure material and financial resource are safeguarded in the interest of Oxfam GB and donors through appropriate custodianship and physical counts

Representation, networking, coordination, advocacy and learning:

1. Represent Oxfam at the country level and promote co-ordinated approach with local and International NGOs, other agencies, and government departments.

2. Facilitate cross programme learning through planning and organising exchange visits for Oxfam staff, government officers, other NGOs and agencies, journalists, donors, other programme related visits as necessary.

Skills and Competence

Job specific:
1. Substantial experience in programme management in complex situations
2. Substantial knowledge and experience in programme design and development, organizational development, rural and community development. Degree in rural/community development, international relations or development, sociology, anthropology or related field require
3. Knowledge and experience of using participatory tools and methodologies for programme identification, implementation, monitoring and evaluation.
1. Knowledge and experience in working with local partners; identification, appraisal and monitoring of partners.
2. Experience of working in emergency and development programmes with focus of Livelihoods, Public health, HIV-AIDS and Functional Literacy
3. Good written and verbal communication skills. Proficiency in Portuguese and English language is essential
