Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.
Context
Under the general guidance and supervision of the Regional Director for Central and West
Africa and the technical oversight of the Migration Health Division (MHD) in HQ, the
Regional Migration Health Specialist will be responsible and accountable for the
coordination of all migration health programmes undertaken by IOM in the region covered by
the Regional Office (RO) for Central and West Africa based in Dakar.

Core functions / responsibilities
Migration Health Programme Development
1. Develop migration health strategies and priority setting based on regional trends and
existing policy frameworks set by relevant health authorities, in coordination with the
Regional Director of the RO in Dakar, and the Director of MHD in IOM HQ, and in
close consultation with Chiefs of Mission (CoMs) in the region, other ROs in Africa,
and relevant thematic specialists.
Project Development and Endorsement Functions
2. Review, endorse and track project proposals developed by Country Offices (COs) in
the region to ensure that they are:
a) consistent with IOM’s policies, thematic guidance notes and any relevant
national policies and/or regional strategies;
b) coherent, relevant, and feasible, and take into account good practices in the
area of migration health;
c) developed according to IOM’s project development procedures as
established in the IOM Project Handbook and related SOPs.
3. Facilitate the development of new migration health projects in the region, by
providing technical and project development support to IOM's COs in West and
Central Africa, with a focus on facilitating access to health services for labour
migrants, irregular migrants and populations of humanitarian concern in line with the
five (5) strategic functions of MHD.
4. Identify project opportunities and develop project proposals for regional migration
health programmes which should benefit multiple countries in the region in two
programme areas of MHD:
a) Health Promotion & Assistance for Migrants (including HIV, TB, (re) Emerging
Diseases, Mental Health and Psycho-Social Support);
b) Migration Health Assistance for Crisis Affected Populations (including HIV,
TB, Cholera, Mental Health and Psycho-Social Support)
5. Review and endorse interim and final narrative progress reports submitted by COs,
for forwarding to Donor Relations Division (DRD).
6. Coordinate closely with the Manager of IOM’s Health Assessment Programme (HAP)
for Africa, based in Nairobi, with regard to activities in the programme area “Migration
Health Assessment and Travel Health Assistance to Migrants”.
7. Facilitate close collaboration with IOM's other service areas in the region, such as
Labour and Facilitated Migration, Migration Assistance including AVRR and Counter-
Trafficking, Immigration and Border Management (IBM), Migration and Development,
Emergency Responses in order to integrate and mainstream health into project
proposals, tools and strategies where relevant and possible.
8. Facilitate increased coordination and cooperation with IOM migration health units in
Southern, East, and North Africa.
Project Coordination, Strengthening Capacity and Mentoring of MHD Staff in the
region
9. Manage the migration health team in Dakar including supervising, managing and
mentoring all relevant staff and consultants working on national and regional
migration health programmes in Dakar.
10. Support project implementation in West and Central Africa with thematic guidance
and project management backstopping and monitoring assistance to project
managers.
11. Build the capacities of IOM staff in the area of migration health through a
combination of formal training and on-the-job mentoring.
External Relations/Partnership Building
12. Develop strong relations and partnerships with key regional and national
stakeholders from government, international community, civil society and academic
institutions on migration health issues, including but not limited to, the West African
Health Organization (WAHO), WHO, UNAIDS, and ILO.
13. Liaise regularly with donors to raise funds for project proposals on migration health in
the region.
14. Represent IOM at various meetings, conferences and workshops in the region and
conducting public presentations at workshops, conferences and technical meetings
within and outside IOM.
Knowledge Management
15. Maintain a high level of thematic expertise, monitoring developments in the area of
migration health, and identify emerging issues, ensuring consistent application of the
Organization’s thematic guidance notes to the development and implementation of
projects.
16. Analyze and share best practices with the MHD, and contribute to thematic policy
development and global reports.
17. Participate as a member of IOM’s thematic network of regional specialists on
migration health.

working relationships with international, governmental and non-governmental officials.
Desirable Qualifications and Experience
a) A completed advanced degree from an accredited academic institution preferably in
Public Health, in addition to a University degree in Medicine; b) eight years of professional
experience, at least five years at an international level preferably involving migration health
issues; c) strong programme development and management experience, preferably in field
of migration health (including HIV and TB); d) proven capacity and vision to develop and
implement programmes in the area of mobility and health; e) sound experience in working
with international organizations, regional organizations, governmental entities and civil
society; f) experience in managing health programme in different regions in Africa, with
experience in West and Central Africa a distinct advantage.
Languages
Thorough knowledge of English and French. Knowledge of Arabic and Portuguese an asset.
