In order to achieve these objectives, Transparency Rwanda carries out advocacy and provides free legal advice to any citizen who is victim of corruption or related offences through its project named ALAC (Advocacy and Legal Advice Centre).
Starting from April 2011, Transparency Rwanda is going to open 4 new ALAC centers in the districts of Kayonza, Huye, Musanze and Rubavu. In order to succeed in this, Transparency Rwanda is looking to recruit the following new staff:
One Regional Coordinator, based at Transparency Rwanda Headquarters and Responsible of Musanze and Rubavu centers
1 Tasks and responsibilities
Under the supervision of the ALAC National Coordinator, the tasks of the Regional Coordinator will include:
* Supervise the activities of the Musanze and Rubavu ALAC centers;
* Analyse the dossiers of the victims or witnesses of corruption and other related offences received by the Musanze and Rubavu ALAC centers for legal advice;
* Together with the Regional Coordinator of Huye and Kayonza ALAC centers, assure the updating of ALAC National Data Base where all information received at the national level are centralized;
* Provide high quality legal advice to clients whose complaints need to be reported to courts and tribunals;
* Prepare, in cooperation with the ALAC National Coordinator and the Policy and Legal Coordinator, the legal dossiers to be sent to partner public institutions for appropriate follow up;
* Draft a weekly report of the cases received during the week by the supervised Centres and which require a specific follow up by the Policy and Legal Coordinator;
* In cooperation with the Centre Coordinator, propose to the ALAC National Coordinator the complaints to be closed or those which require additional information;
* Propose to the ALAC National Coordinator the complaints to be rejected as lacking enough elements to be followed up or closed;
* Regularly check with the Centre Coordinator whether all cases in the database have been followed up on;
* Go to the field in search for additional information when appropriate;
* Draft a monthly report for the ALAC National Coordinator and the Policy and Legal Coordinator of the cases which have been successfully closed and those which require a specific follow up;
* Keep the secret as far as the analysed dossiers are concerned and never share the information acquired in the framework of his/her work for Transparency Rwanda When expressly appointed by Transparency Rwanda's Executive Secretary, attend national and provincial meetings which Transparency Rwanda has been invited to, and consequently report back to the Executive Secretary within 10 days
* Any other tasks which might be requested by his/her line managers and contributing to the achievement of Transparency Rwanda's objectives.
2 Qualifications and experience
* Master degree in Law with 3 years of experience in the legal field or a Bachelor degree in Law with at least 5 years experience in one of the following fields: legal affairs; conflict resolution; public or private institutions providing legal advice; as judge, lawyer, or in a senior position in the legal field
* Skills in management, administration and leadership are an asset
* Fluency in Kinyarwanda and English or French (knowledge of the 3 languages is an asset) Full computer literacy
* The candidate's integrity is strictly compulsory
