Role and Responsibilities
To coordinate the day to day running of the Dungu base providing security, administrative and logistical support.
Project Overview
Emergency health assistance to displaced and returning populations affected by the LRA in health zones in Haut and Bas Uélé districts. Medical support for the treatment of IDPs and returnees in 11 health centres in Bas and Haut Uélé financed by ECHO. Distribution of medical equipment and medications in collaboration with CADIMEBU, Medair’s local partner. Support of medical personnel by monthly supervision.

Key activity areas
Security • Ensure the update of the security plan, regularly monitor developments / changes in security in the areas covered by Medair projects, in collaboration with Security Officer. • Liaise with OCHA and UNDSS on security. • Regularly report on security situation to Bunia PSM, the Security Officer, and local staff. • Develop, support and adhere to the security plan for Dungu.
Logistics
• Oversee the logistical tasks, which include purchasing, storage, transport of project, team supplies and the clear paper trail that is linked to these activities. • Ensure power, IT, comms and vehicles are maintained in good working order. • Responsibility for managing guards, drivers and house staff.
Finances and Accounting
• Supervise all accounting activities and prepare for and support all internal and external audits. • Responsible for the maintenance of accounting records and all transactions for the Dungu base. • Responsible for Dungu base budget forecasting and the oversight of timely Cash Needs Forecasts for the control of cash flow levels.
Administration
• Approve and support the monthly payroll for Dungu. • Responsible for the oversight of day to day administration of the Dungu base in accordance with Medair’s policies and the Congolese law.
Qualifications
• Relevant degree or combination of experience and qualifications • Certificate in business administration and or accounting / book keeping desirable • Certificate in logistics desirable
Experience / Competencies
• Experience in a financial / administration position • Experience in a logistics capacity • Strong organisational skills and the capacity to analyse and prioritise needs • Problem solver, dynamic, mature; Positive ‘can do’ attitude • Capacity to work under pressure and to tight deadlines • Practical, able to learn about technical issues • Working knowledge of French (spoken and written)

• Experienced professionals in a relevant field • Commitment to the Medair values (faith, hope, accountability, integrity, dignity, compassion) • Minimum three months of overseas intercultural experience • Strong working knowledge of English (spoken and written) • Working knowledge of French (spoken and written) for French-speaking field programmes • No dependent children • Competent with Office Word, Excel, PowerPoint, and Outlook • Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair’s Relief and Rehabilitation Course (ROC)

Working Conditions
• The position is based in Dungu, a rural town where security conditions are volatile. There are several international NGOs with expat staff. Dungu is a relatively stressful location, demanding high levels of energy, wisdom and communication skills when dealing with donors, other NGOs or the beneficiaries. • Living conditions are basic. There is limited access to a mobile network and limited internet connection. • Occasional visits to the Isiro base may be required.
