Freedom House seeks a Director for a Project in the East & Horn of Africa to be based in Nairobi, Kenya.
The East and Horn of Africa Project Director will be responsible for leading all areas of program management including strategic design and implementation, financial management, staff supervision, office management, communications, monitoring, evaluation, and reporting. Furthermore, the Project Director will be responsible for donor relations, advocacy, and fundraising.

- Direct development and implementation of programs to support civil society and human rights in challenging environments;
- Provide general oversight of the programs; responsible for program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners;
- Assess opportunities for human rights and civil society programs in East and Horn of Africa Region, and develop project proposals;
- Represent Freedom House before funding organizations as well as identifies new funding sources for the program.
- Assume ultimate responsibility of the daily operations of the Nairobi office, which includes but is not limited to: financial management, management of sub-grants, staff supervision, general office administration, monitoring of reports and program evaluation of all programs for which the office is responsible.
- Consult and liaise with civil society organizations, media, legislators, members from academia, government officials on regional, national and local level, international and domestic NGOs working in the area of human rights and civil society development in East and Horn of Africa Region, and USAID and other regional donors;
- Required to travel extensively to regional project sites within in East and Horn of Africa Region for project management and monitoring purposes;
- Responsible for the quality, cost, and timeliness of performance of all work performed under the programs;
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge and relevant experience of democracy and human rights issues and programs; substantial development project management experience; demonstrated experience working as a country director or equivalent leadership position as well as working with donors/host governments on democracy and human rights programs; experience developing project proposals for the U.S. Agency for International Development, Department of State, European human rights institutions and private donor organizations; knowledge of major donor rules and regulations, and the ability to manage and prioritize multi-donor funding; minimum financial management including preparing and managing budgets, banking activities, contracts and negotiations; demonstrated ability to effectively manage a diverse team of employees, including expatriate and local staff.
TRAINING AND EXPERIENCE
English language fluency required; working knowledge of one of regional languages desirable. Bachelor’s degree required, Masters Degree preferred. At least 7-10 years of experience with democracy and human rights programs. Expertise in one or more of the following areas: strategy development, communications, advocacy, negotiations, monitoring and reporting on human rights abuses, and/or civic participation. Experience administering grants and willingness to work in difficult operating environments.
