Programme to supply drinking water and sanitation
in the Nyaruguru, Huye and Gisagara districts of the Southern Province

Location: Huye (Rwanda)
Duration of contract: 19 months (July 2011 – January 2013)
Probable starting date: as soon as possible
Monthly salary package: between 5.427,63 EUR and 7.788,38 EUR (this includes the gross
monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is
calculated, depending on the composition of the family and the number of years of relevant
experience.
Project:
The general objective of the programme is to “contribute to the improvement of the living conditions
of the rural populations”.
The specific objective of the programme is to “sustainably improve the access to drinking water and
the sanitation conditions of the rural populations of the Nyaruguru, Huye and Gisagara districts in
the Southern Province”.
The project aims at ensuring access to drinking water and at improving the sanitation conditions of
a population of about 300,000. It consists of a set of activities that aim at achieving the following
two results:
1. Drinking water supply is improved through drinking water master plan studies and the
construction of almost 340 kms of water supply networks;
2. Hygiene and sanitation conditions have improved through the construction of 850 latrines in
schools and health centres.
Project activities started in January 2007 and will end in January 2013.
The position to be filled is a replacement.
Position:
The Programme to supply drinking water and sanitation in the Nyaraguru, Huye and Gisagara
districts of the Southern Province (PEPAPS) is a significant, coherent whole at the scale of the
three districts concerned. For its implementation, three successive funding agreements have been
concluded by the Rwandan State.
Each funding agreement is implemented by BTC in association to the donor (Kingdom of Belgium
or European Union) through a service delivery contract.
BTC is steering this programme. It is represented by a Delegate to co-management (Delco), in comanagement
with the Rwandan administration, represented by the Intervention manager (DI).
Moreover, the project team currently consists of 19 people (17 Rwandans and two Junior
Assistants).
In this context, the Technical Assistant will be responsible for steering the existing team to ensure
the following tasks:
1. For project management, he or she will be responsible for:
a. The management of a team of about twenty people;
b. For technical assistance and in a general way for the technical and financial follow-up of
the activities and results of the programme;
c. Establishing progress and intermediary reports about the programme;
d. Establishing the call for tenders and any procurement procedures for the performance and
the follow-up of the WSS works;
e. Technically and financially controlling and approving the performance reports of the
enterprises;
f. Conducting the necessary procedures for the implementation of the water supply works
through procurement;
g. Establishing the annual planning of the intervention programme with an update of the costs
and an estimate of the disbursement deadlines;
h. Preparing and presenting, with the intervention manager, the progress reports of the
programme to the Consultative Committee.
2. For the water and sanitation master plan:
a. Examining the existing water and sanitation master plan documents at the Ministry of
Infrastructure (MININFRA) to see what exists at the national level;
b. From this basis, defining the studies zone (hydrographical basins at least covering the
Huye, Gisagara and Nyaruguru districts);
c. Having the future studies zone validated through a workshop (with MININFRA and the
districts);
d. Writing the Terms of Reference for a public services contract concluded with a studies
bureau, which will be responsible for the study;
e. Launching the call for tenders and following up all the administrative procedures for
awarding the service contract until signature of the contract;
f. Supporting the work of the consultancy bureau through regular meetings, including a startup
meeting, following up the progress of the study in function of the planning provided,
verifying the intermediate reports, participating to validation workshops, validating the
payment requests, following up payments related to this contract;
g. Informing and ensuring the necessary reporting to the Monitoring and Evaluation unit and
to project management.
3. In cooperation with the international expert in hydrological and sanitation management, ensuring
the training of part of the private operators and the hydrological engineers as well as the district
agents:
a. Inventorying the different bodies existing in Rwanda or in the region that could supply
technical, administrative and financial training;
b. Identifying the shortcomings of private hydrological engineers and operators chosen by the
districts and the district agents;
c. Establishing a training plan for the operators, hydrological engineers and district agents in
function of the progress of the supply works and establishing the Terms of Reference for a
services contract;
d. Launching the call for tenders procedure and following up all the administrative procedures
for awarding the contract until signature of the contract;
e. Supporting, verifying and validating the training work (progress, follow-up of the
payments…);
f. Evaluating the know-how acquired during the training session;
g. Informing and reporting to the Monitoring and Evaluation unit.
Profile:
· Specific hydraulics or equivalent university training - Engineer (A0 or A1);
· At least 5 years of experience with rural drinking water and sanitation, control and supervision
of works, of which 3 years at an international level;
· At least 5 years of experience in project management;
· Experience in Procurement;
· Good knowledge of accompanying measures applicable to rural hydrology and sanitation
activities (organisation of management, IEC campaigns);
· Planning, technical and financial management skills for a rural water supply system
programme;
· Skills to coordinate the activities of several development partners;
· Ability to conduct a dialogue between actors, to work in a team with good listening skills;
· Good writing skills in French and English;
· Having participated as main actor to the establishment of at least one master plan (drinking
water or sanitation) on a minimum surface of 2,000 km2, is an advantage;
· Experience in Africa in the area of drinking water or sanitation is an advantage.
