Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto Protocol mechanisms, the Clean Development Mechanism (CDM) and Joint Implementation (JI). The Standard Setting unit is responsible for providing technical advice regarding setting of standards, including methodologies, methodological tools and accreditation standards.
Responsibilities
Under the general guidance of the Coordinator of CDM sub-programme and the direct supervision of the SSU Manager of the Sustainable Development Mechanisms Programme, the incumbent will work on substantive, process and organizational issues including developing new standards as well as interpreting, adapting and proposing options for changes to existing standards and guidelines.
1. Leads the development and maintenance of the accreditation related standards and guidance and provides substantive and technical support on all issues related to the development and revision of the Validation and Verification Standards (VVS);
2. Defines the general approach to identifying and extracting standards and standards-related regulatory decisions from procedures, guidelines, clarifications and forms, including EB decisions; reviews documentation and extracts relevant standards related requirements while maintaining traceability of each of the extracted requirements; manages organisation and consolidation of extracted 'requirements' (validation and verification) to ensure readability and usability;
3. Provides guidance in the identification of 'requirements' which need clarification in order to enhance their objectivity; identify the issues which the 'requirements' are intended to address; guides the development of criteria for the consolidation of 'requirements' and leads the application of these criteria to the consolidation of relevant 'requirements';
4. Proposes options to facilitate decision-making on standards-related issues of the CDM and JI Accreditation Panels and CDM and JI Assessment Teams; ensures substantive input to DOE and AIE-interactions and coordinates between Accreditation Panel members on standards-related issues; prepares presentations on standards-related issues for respective EB and JISC meetings.
Requirements
· Advanced university degree in economics, natural sciences, engineering, environmental studies or a relevant discipline. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.
· At least seven (7) years relevant and progressively responsible work experience in an international standard setting body. Experience in facilitating the work of a Panel of experts is required. Working experience in the area of GHG-related standards is an asset. At least three (3) years in an international environment.
· Very good understanding of the rules for the development of international standards and the appropriate process for the development of an international standard.
· Excellent writing, presentation and facilitation skills, ability to address different issues in a balanced manner and ability to learn quickly
· Fluency in English with excellent drafting skills. Knowledge of another UN language an asset.

Teamwork: Ability to establish good interpersonal skills and to maintain effective working relations in a multi-cultural organization. Ability to gain the assistance and cooperation of others through the demonstration of leadership.
