To support programme implementation, ensuring grant compliance and risk management in liaison with key partners.
- Programme implementation and tracking
- Contribute to annual work plans and budgets.
- Participation in coordination of meetings (internal and external, as required).
- Review and contribute to project progress reports.
- Participate in annual programme evaluation and external financial audit as required.
- Quarterly field visits as and when security permits.
- Participate or Contribute to procurement plans and processes including outsourcing, and in accordance with GFATM requirements.
- In conjunction with the M&E coordinator, ensure tracking of grant programme implementation in line with grant agreement and implementation.
Capacity building
- In conjunction with other team members identify capacity building needs for partners on programme and finance management.
- Contribute to development of capacity building plans for partners.
- Conduct capacity building of sub recipients in conjunction with other team members.
Stakeholder Liaison
- Represent World Vision in Health Sector meetings as identified.
- Participate in maintaining good communication channels with implementing partners, Global Fund and other donors.
- Contribute to preparation of communications to stakeholders, including the GF website.
- Contribute to development of strategic partnerships.
- Support security procedures required by WVS and the donor.
- Ensure that WVUK is informed about programme progress, and consulted about any significant changes and constraints to programme implementation.
- In conjunction with the programme manager, liaise with the World Vision Global Center Global Fund Unit to support and strengthen support WVI practice and policy on Global Fund grants.
Grant compliance and risk management
- In conjunction with the Programme Manager and as stipulated by the MoU between WVS and WVUK, ensure all aspects of grant compliance meets GFATM and WVS standards, including: Maintenance of grant contract information, preparation of financial claims, accountability for use of funds, project narrative and financial reporting, and record keeping.
- Proactive monitoring and management of grant financial risk to minimize potential for disallowed costs.
- Participation in capacity assessments and selection of implementing partners and monitoring partners’ compliance with contractual obligations. In conjunction with the M&E coordinator ensure tracking of programme implementation.
- Advise on risk management.
Innovation and improvement
- In conjunction with the GF PR team conduct a learning event at the end of each programme year.
- Document promising practices.
- To assume personal responsibility for career development
- Agree with the supervisor on career development goal and necessary training gaps. Identify training institutions for such training
- University Degree in Development or related field
- At least 5 years in project cycle management
- Good knowledge of design, programme management, monitoring and evaluation
- Interest in operations including minimum standards for health / development programmes
- Developed writing and presentation skills
- Demonstrated people and team skills
- User skills in Ms Word, Excel, PowerPoint and internet
PREFERRED:
- Previous work directly or indirectly in conflict/post conflict setting
