Program Management, Monitoring and Evaluation
KEY RESPONSIBILITIES:
- Oversee and ensure high quality and timely program implementation.
- Assess program effectiveness and identify opportunities for new projects
- Assist in program strategy and operational planning process.
- Keep abreast with situation at relief sites, understand needs and respond to queries for information.
- Maintain quality through compliance with World Vision and international relief/development standards
- Act as a Team Leader for the field team in Blue Nile State
- Provide administrative management for the implementation of all WV Programs in Blue Nile State in accordance with the overall WV Northern Sudan country strategy, policies, procedures and objectives.
- Ensure that all sectoral programs are closely integrated and that all programs receive adequate planning and monitoring.
- Participate in the assessment of community needs and resources in Blue Nile State.
- Where necessary and in conjunction with the Operations Team and Program Officers, prepare project proposals and budgets, seeking to diversify funding and other resources.
- Assist in the development of strategies for long-term or additional interventions.
- Maintain an ongoing familiarity with the requirements and compliance procedures of current and new program donors.
- Lead monitoring and evaluation as per donor regulation on the impact of project interventions on the beneficiary population at least once a year.
- Maintain team spirit and ensure welfare of WV staff in Blue Nile State.
- Work closely with the Operations Director and Program Director in ensuring the smooth functioning of the Blue Nile program
- Attend Khartoum SLT meeting where possible
- Adopt a participative and achievement oriented management style
- Consult, listen and use suggestions from team members in decision making,
- Set goals for staff and show confidence that they can achieve these goals

- Act as WVNS official representative in Blue Nile State
- Work closely with the local partner NGO to assist them to develop their capacity and to ensure high standards of accountability
- Engage in networking with HAC, donors, other NGOs and UN agencies
- Maintain good working relationships with local authorities and community leaders, without compromising the independence of WVNS and its non-governmental role.
Reporting - Prepare annual, quarterly and monthly reports as required for the Program Director WVNS, Support Offices, the WV International Office, donors etc. Solicit input from Sector Managers and
- Program Officers.
Communication - Manage public relations for Field Office in Blue Nile State including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects.
- When appropriate, keep the Communications Officer informed of media opportunities and coordinate
- Work with the Program Director in Khartoum to support WVI Communications team to deliver appropriate communication services to the program and to ensure adherence to WV Communications standards
Finance - Work with the Finance Manager in Khartoum to support the finance team to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards
Human Resources and Staff Welfare - Work with the HR Dept in Khartoum to support the Blue Nile with appropriate HR services to the field team and to ensure the application of policies and procedures that follow WV HR standards
- The Program Manager must demonstrate Christian Leadership and provide appropriate support and spiritual nurture to staff to encourage and sustain them in their work in Blue Nile State
Administration and Logistics - Support the Blue Nile State Administration and Logistics team to deliver appropriate services to the field team and to ensure accountability according to WV procurement and financial control standards
Information Technology - Work with the IT Manager in Khartoum to support the Blue Nile State Office with IT services and to ensure the application of policies and procedures that follow WV IT standards
Security - Work with the Program Director in Khartoum to ensure compliance with security and communication protocols as per WVI security standards and to ensure the safety of all staff in Blue Nile State
REQUIRED:
- A Bachelor's Degree in Social / Natural Sciences from a recognized university is a must, whilst a master's degree would be more preferable.
- 5 years practical experience in management of projects/ programs in an INGO environment
- Experience in working in relief situations in a leadership position
- Project management (including staffing and financial) and INGO organizational leadership experience.
- Documented and traceable experience in program development, writing reports as well as evidence of donor engagement
- Very dynamic individual with clear understanding of donor relations and has had experience in dealing with our main donors such as OFDA, CIDA, ANCP, DFID, ECHO, UNDP, EC ,Private Donors
- Understand and be familiar with LEAP budget format
- Excellent Writing and Communication skills in English
- Excellent Computer Skills , ability to use excel,
- Ability to prepare and analyze budgets
- Excellent interpersonal, organizational and time management skills.
- Thorough knowledge of MS Office and Lotus Notes.
- Good understanding of World Vision and Sphere relief standards.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct
- Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.
- Demonstrated capacity to function well in a team and contribute effectively to team efforts.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical conditions with limited resources.
- Commitment to World Vision Core Values and Mission Statement and participation in devotions.
- Ability to exhibit exemplary lifestyles as interpreted in specific local cultural context
