The Government of Rwanda has received a grant from the African Development Bank (ADB), through subsidiary granter, Lake Victoria Basin Commission (LVBC) of the East Africa Community (EAC) to finance a five year program to implement the construction of Water Supply, and Sanitation infrastructure as well as capacity building for sustainability of constructed infrastructure in 3 secondary towns of Nyagatare and Kayonza in Eastern Province and Nyanza in Southern Province, under the Lake Victoria Water and Sanitation Initiative, Phase II ( LVWATSAN II) regional program.
The program which will be executed by the Ministry of Infrastructure aims at contributing to the improvement of the livelihoods and health of the residents in the three secondary towns, through the reversal of pollution of the Lake Victoria basin and its catchments. This regional program is implemented consecutively in 15 secondary towns in all five East African Member States under overall coordination of the Lake Victoria Basin Commission (LVBC), with its head quarters in Kisumu, Kenya. The program components are construction of Water Supply infrastructure, urban drainage systems, public toilets, purchase of solid waste equipment and capacity building.
In addition, part of the sums awarded under the grant will be used for the administration and operation of the Program Implementation Unit ( PMU) which will consist of a Project Coordinator, 2 project engineers, Finance and Administration Officer, Procurement Specialist , Environmental and Social Expert.
In order to establish a strong Project Management Unit (PMU) capable of delivering the program timely and successfully, the Ministry of Infrastructure wishes to recruit the following highly qualified and motivated program staff:

Qualifications and Experience
1. Be of a Rwandan Nationality
2. Master’s or Bachelor Degree in a relevant discipline (Business, Law, Engineering);
3. At least five years work experience in similar assignments;
4. Hands-on expertise in managing procurement of complex, high-value contracts.
5. Operational knowledge of national and international procurement practices. Preference will be given to candidates with experience and knowledge of procurement procedures of AfDB or World Bank financed development projects
6. Experience in contract negotiation and management;
7. Well developed planning and organisation skills to execute multiple contracts in short timeframes;
8. Experience in building productive internal and external relationships and working productively in a team environment;
9. Proven spreadsheet (Excel), typing, word-processing, e.t.c.
10. Fluency in English and Kinyarwanda with excellent written and oral communications skills
11. Ability to work in a team and under minimum or no supervision
Duties and responsibilities
Under the direct supervision of the Project Coordinator, the incumbent will be responsible in advising as well as coordinating the overall procurement activities for the program in three secondary town and the PMU. The Project Procurement Specialist’s major tasks will include, but not necessarily be limited to, the following:
1. Supervise transparent procurement processes complying with AfDB and National guidelines
2. Oversee the development, adjustment and implementation of project procurement plans.
3. Develop, monitor and update the procurement plan regularly as required by the PMU, LVBC or AfDB
4. Timely request and secure non objections from National Procurement Authorities or the AfDB where necessary
5. Draft all documents required in accordance with appropriate National and AfDB procurement procedures
6. Facilitate the procurement process, including arranging public notices and establishing processes for handling submissions, seek approval for, and manage the schedule of procurement processes including selection committee meetings, etc;
7. Liaise with all relevant stakeholders to keep them updated on the procurement progress;
8. Manage timely and efficient delivery of goods to be procured and of services for the program
9. Ensure efficient customs clearance, storage and transport arrangements
10. Establish control mechanisms and internal audit systems of the inventories.
11. Maintain a proper filing system for all relevant procurement documents and prepare needed supporting reports
12. Assist to establish appropriate contracts with each of the consultants, construction companies and training institutions;
13. Advise selection committees at each stage of procurement to ensure compliance with the National and AfDB requirements;
14. Take the leading role in the program’s contract management of the procured works, goods and services to ensure compliance to terms and conditions
15. Ensure compliance with the procurement policies and procedures of the AfDB
16. Participate in preparing Program Annual Action Plans and Budgets
17. Participate in Preparing and timely submission of overall Program Monthly, Quarterly and Annual Reports
18. Perform any other duties that is considered required and appropriate
