The SADC Secretariat invites suitably qualified and experienced applicants who are citizens of the SADC Region to apply for the position of Procurement Expert in the Open and Distance Learning Project.
PROCUREMENT EXPERT – OPEN AND DISTANCE LEARNING PROJECT
Overall Purpose of the job: The Procurement Expert will be part of the Project Team working on the implementation of the ODL Project, which is ongoing. The Procurement Expert will assume the ongoing activities including activities yet to be initiated.
Main duties and Responsibilities
- Manage the entire process for each procurement activity of the project
- Prepares Project Procurement Plans for the project
- Develops Procurement Strategies to fast track implementation
- Prepares contracts for services, supplies and grants
- Administers tendering procedures, particularly publication of procurement notices, establishment of tender dossiers,
- Organization of evaluation committees
- Participates in evaluation committees
- Participates in preparing the bidding/selection process
- Negotiate maintenance contracts and ensure that the purchased goods and equipment are in a usable state
Qualifications
- A Degree in a technical area/Business Studies or social science or equivalent plus Professional membership such as CIPS or any other recognised professional qualification
- Experience: 5 years relevant work experience in procurement including goods and consulting services and contract management.
Other Skills Requirements
- Knowledge of ADB and World Bank Procurement Rules and Guidelines is required
- Knowledge of SADC Procurement procedures and documentation will be an added advantage
- Proficiency in basic computer programs (i.e. Microsoft Word, Excel, PowerPoint, Internet browsing)
Knowledge of French or Portuguese will be an added advantage.

Remuneration
All inclusive cash based of at least US$ 103,200 per annum
