Operations Analyst (Peri Urban Water Supply and Sanitation)

The Water and Sanitation Program (WSP), is a multi-donor trust funded program administered by the World Bank, comprising a field-based network of over 70 professionals based in four regional teams (Africa, East Asia Pacific, Latin America, and South Asia) managed from a small headquarters team in Washington, DC. The WSP-Africa regional team (WSP-AF) has its HQ in Nairobi, with a sub-regional hub in Dakar.

WSP’s mission is to support the poor in obtaining sustainable access to water and sanitation services. WSP believes that improved water and sanitation services and hygiene practices are integral to achieving the Millennium Development Goals (MDGs) on poverty reduction, health, gender equality, and the environment. WSP is committed to being part of the collective efforts of the development community to achieve Targets 10 and 11 of the MDGs as an intermediate milestone of the vision of the sector. WSP will bring this mission into reality in two ways: (a) Direct means, to support implementation of sector dialogue, knowledge exchange, and capacity building; and (b) Indirect means, to help immediate counterparts and partners to build large-scale sustainable programs, support policy development and sector reforms, engage in action-learning innovative pilot projects that serve in particular the poor. Background for the Operations Analyst Post – Maputo, Mozambique:

Despite major advances in urban water supply and sanitation over recent years, the peri-urban areas of Mozambique’s major cities remain poorly served in general. WSP Mozambique has been supporting various activities aimed at improving this situation, including:
• Development of a strategic plan for urban water supply and sanitation, with emphasis on the peri-urban areas;
• Development of a regulatory system for domestic water resale;
• Field research and analysis of water supply options for the poorest segments of the population;
• Documenting and supporting a bulk resale arrangement in a large urban neighborhood in the Greater Maputo area;
• Development of monitoring systems for peri-urban water supply and, especially, sanitation, linked with the development of new approaches to sanitation promotion and improvement.

Building on this work, and in line with the priorities of Government and its partners in the water supply and sanitation sector, WSP will over the next few years focusing its work in the urban sector on:
• Municipalities, communities and the private sector, supporting the development of a viable program for improving peri-urban sanitation in Mozambique’s main cities, which has received almost no official attention since the collapse of the Improved Latrines Project in the late ’90s;
• Supporting the development of practical ways of ensuring access to water by families too poor to be able to afford a house or yard connection – which is a dynamic process taking place in the context of continually improving services in the main cities;
• Developing approaches with water utilities and bulk resellers for controlling losses, a large proportion of which are linked with illegal connections.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered 2 year renewable coterminous term appointment. Internal applicants with open ended or regular appointments must obtain a re-entry to their current unit.

The Operations Analyst, under the guidance and with the support of the WSP Country Coordinator, will be responsible for delivering the WSP-Mozambique work program in relation to peri-urban water supply and sanitation issues, principally those outlined above. The principal aspects of the work around these themes will be:
• Designing and executing/supervising field research and pilot interventions;
• Preparing detailed analysis and documentation of experiences, to be delivered in reports and presentations;
• Developing working relationships with all key partners, so as to enable smooth implementation of the work and improve coordination;
• Developing training materials and delivering training sessions in relation to pilot implementation and replication of intervention approaches;
• Providing cross-support to relevant large-scale interventions supported by Government, the World Bank and other sector partners.

In the context of this work program outlined above, the Operations Analyst will be responsible for the following:

a) Ensure the free flow of information between all the partners, and act as secretariat for the coordination of peri-urban program activities;
b) Field research design and documentation of interventions in peri-urban water supply and sanitation;
c) Organization of periodic meetings with partners to discuss such interventions;
d) Participation in coaching and training events for relevant personnel;
e) Participation in the elaboration of manuals, training materials and model byelaws;
f) Inputs to cross-supported projects.

The Operations Analyst will produce concise quarterly reports in addition to the other specific products that will be defined. Depending on the intended audience, products or reports may be produced in either the Portuguese and/or English language. Specific formats may be specified later according to requirements.

The Operations Analyst should have the following qualifications:
a) A Masters degree in a field relevant to WSP such as engineering, institutional development, economics, finance, or other relevant discipline; or the equivalent combination of education and experience;
b) At least two years of relevant experience of the Mozambican WSS sector, Water Policy, and characteristics of the relevant institutional, legal and financial frameworks;
c) Outstanding listening, verbal and written communications skills and ability to produce concise, well-written project documentation;
d) Experience in liaising with local government officials, and in working in a complex institutional environment;
e) Experience in designing and implementing workshops and training events;
f) Excellent analytical skills and a history of on-time, high quality product delivery;
g) Proven ability to work independently on moderately complex tasks requiring technical knowledge and experience, personal maturity, and sound judgment;
h) Ability to work in multidisciplinary team, and to work effectively with public sector personnel;
i) Full written and spoken fluency in English and Portuguese.

Organization and Supervision:

The Operations Analyst will form part of the WSP-Mozambique team, also working with consultants as and when necessary. In addition, (s)he will need to work through active collaboration of the partners undertaking the various interventions or providing services on the ground.

On a formal basis, the Operations Analyst will:
a) Formally report to, on all substantive and professional matters, and operate under the authority of, the WSP-Africa Principal Regional Team Leader based in Nairobi;
b) Report on a day-to-day basis to the WSP-Mozambique Country Coordinator;
c) Operate under the authority of the Country Manager for Mozambique and report to relevant staff of the country office on all matters concerning administration and the Bank relationship with Mozambique. He/she will follow all the policies and guidelines applicable to the staff of the Bank Country Office. He/she will be provided with an office, PC and a phone connection in the Bank Country Office.
d) Liaise with relevant WSP Task Managers and thematic teams;
e) Operate within the overall framework of the World Bank strategy for the WSS sector in Mozambique, liaising with World Bank field staff as required;
