Management Sciences for Health Uganda Jobs

Management Sciences for Health (MSH) is an international
non-profit, public health organisation with headquarters in
USA, whose purpose is to strengthen health programs
worldwide. MSH Uganda is currently running a number of
USAID and other donor funded projects, both in Kampala
and other parts of the country including SURE, STAR E
and STAR -E LQAS Projects.

STAR E is a 5-year USAID supported District Based
HIV/TB Project focusing on the prevention, care, and
treatment of HIV/TB in health facilities and communities,
headquartered in Mbale but with activities in Budaka,
Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Pallisa and
Sironko districts.

STAR E LQAS is charged with supporting the USAIDfunded
SO8 district-based Implementing Partners (IPs) to
implement LQAS in their respective districts.
SURE (Securing Ugandans’ Right to Essential Medicines)
is to ensure that the population of Uganda has access to
adequate quantities of good quality essential medicines
and health supplies (EMHS) by strengthening the
national essential medicines and health commodities
supply system.

MSH now invites applications from suitably qualified
candidates for the following positions in the STAR E
LQAS and SURE projects:
1. Specialist: District Level LQAS Application
(1 post) – STAR E LQAS
Overall Responsibilities:
The Specialist: District Level LQAS Application will, under
the guidance of the Coordinator: Districts Level LQAS
Application, support IPs’ district-level activities for the
development, testing, and documentation of Lot Quality
Assurance Sampling (LQAS) survey methods, Facility
Assessment (FA) processes and Service Performance
Assessments and Improvement (SPAI) processes. The
position is based in Kampala with signifi cant travel to
districts.
Qualifi cations:
1) Master’s Degree in Statistics, Population Studies,
Social Administration or Public Health, 2)
Experience in Health Programming and/or Health
Operational Research including development of research
tools for quantitative researches, 3) Minimum of 2 of
years experience in any of the TB, HIV/AIDS, Malaria,
Reproductive Health and Child Health work, 4) Experience
in planning and supervising surveys, 5) Interest in
working in any part of the country, 6) Computer literacy
and familiarity with database management, 7) Previous
experience with LQAS and NGO service or district level
experience and knowledge of the local government
structure and service delivery mechanisms are an added
advantage, 8) Should be a good team player and able to
work with people from different institutions and working
environments
2. District Health Advisor - STAR E
Overall Responsibilities:
The District Health Advisor (DHA) serves as the District
representative for the STAR-E Project, and supports the
project in 2 designated districts in the region. S/he is
responsible for establishing relationships with public and
private sector representatives in the assigned districts.
The job holder works with DHMTs in the 2 districts in
order to improve the management of health services
at all levels and coordinates all project activities in the
assigned districts. This includes coordination of clinical
mentoring and community mobilization activities in the
2 districts, and assists in developing capacity of human
resources, management systems, and institutions at
the district levels. S/he works with the HMIS Advisor to
improve management of data related to health services
at all levels.
Qualifi cations:
1) A health professional with a Masters Degree in public
health (MPH) or equivalent experience, 2) Additional
postgraduate qualifi cations and training is an added
advantage, 3) A minimum of ten years experience,
including prior experience with HIV/AIDS & TB, 4)
Excellent communication skills, 5) Previous
USAID experience would be an advantage
3. Quality Assurance Associate – SURE
Project
Overall Responsibilities:
The Quality Assurance Associate (QAA) in collaboration
with the Chief of Party (COP) ensures that minimum
standards of quality are being attained for all results
areas. S/he assists the Monitoring and Evaluation
(M&E) Specialist in monitoring and evaluation of program
performance and adherence to SURE program monitoring
plans.
The QAA will build capacity especially in areas of supply
chain management, training, supervision, quantifi cation,
procurement and system change.
S/he will act as a back stopper in specifi c areas of
SURE implementation and M&E, through collaboration,
technical assistance, capacity building, best practice
guidelines and applying evidence-based best practices.
The QAA will also assist the Technical Advisor - Supply
Chain Operations in the coordination and implementation
of the technical assistance for the two key central supply
agencies for medicines and health supplies (Joint Medical
Stores and National Medical Stores) both in the area of
performance monitoring and providing technical back
stopping.
Qualifi cations:
1)Master degree in pharmaceuticals, public health,
business administration or related fi elds, 2) Experience
in essential medicines program and supply chain
management, 3) Must have at least 5 years working in the
pharmaceutical sector including in quality improvement,
4) Strong and demonstrated experience in strategy
development and policy dialogue in the health sector and
in translating such strategies into actions and operations,
5) Experience in training, curriculum development and
development of training material, 6) Demonstrated skills in
team building as well as coaching, guiding and mentoring
staff, 7) Experience in performance assessment, 8)
Knowledge of other relevant warehousing and distribution
applications including Logistic management information
systems, 9) Good understanding of the pharmaceutical
sector in Uganda
4. Assistant Accountant – (2 positions) Lira
and Mbarara SURE Project
Overall responsibilities:
The Assistant Accountant is responsible for providing
accounting and administrative support to the SURE
Program, ensuring compliance with MSH policies and
procedures. S/he is responsible for producing Regional
Financial and Administrative reports in accordance
with MSH and USAID policies and Procedures. S/he
ensures that fi nancial and administrative transactions are
accurately authorized, documented and recorded. S/he
is responsible for facilitating all Regional Staff advances,
travel requests, and procurement requests. S/he
supports the preparation and coordination of workshops/
trainings as well as managing the fl eet of motorcycles
for the districts in the region. In collaboration Kampala
Headquarter Finance and Administration department,
coordinates the procurement of goods and services for
the regional offi ce and management of all offi ce inventory
and supplies.
Qualifi cations:
1) Degree in Accounting from a recognized University, 2)
At least 3 years demonstrated fi nancial and administrative
experience, knowledge of USAID regulations preferred,
3) Excellent interpersonal skills and ability to work
independently and to multi-task, 4) Demonstrated
computer skills in Microsoft Offi ce Suite applications
particularly Word & Excel and experience in Quick Books
Accounting package is an added advantage, 5) A fi rm
understanding of Accounting and fi nancial management
principles, ability to create and monitor budgets, and
sense of importance of attention to details
5. Administrative Assistant – Lira SURE
Project
Overall responsibilities
The Administrative Assistant is responsible for providing
Front Desk and clerical support to the SURE Program at
the regional offi ce so that a good image is portrayed to all
MSH guests and to ensure a smooth work fl ow within the
administrative unit of the organization. S/he will assist
in preparation and processing of documents, petty cash
management and offi ce management.
Qualifications
1)Minimum of a Diploma in Accounting/Management,
2) At least 3 years experience working in a busy
environment, 3) Demonstrated ability to multi-task, 4)
Excellent interpersonal skills and ability to work in a teamoriented
environment, 5) Knowledge of fi ling systems, 6)
A resident of Lira strongly preferred
