Scope:
The Logistics Coordinator is ultimately responsible to ensure for all the Haut Katanga field offices (Lubumbashi and Kolwezi) sound logistics, procurement and administrative management including Security, Asset, Fleet and Supply Chain management and directly manage and supervise the logistics team in the Lubumbashi office. This position reports directly to the Deputy Director Haut Katanga and manages a staff of about 45 people with 4 direct reports.
Responsibilities:
Logistics and procurement systems: responsible for overseeing all procurement, logistics management and analysis, as well as ensuring the continuous improvement and implementation of logistic processes and systems; maintain, improve and implement overall Logistics systems for procurement, storage, inventory, transport, ITC, asset control, distribution, and receipt of all program materials; report on all logistical activities and expenses and pro-actively look for improvements; ensure full respect to the IRC policies on internal control and conflict of interest;
Compounds management: responsible for IRC office compounds and housing management;
Security management: update security plans and act as Security Focal Point
Administration: manage all non-HR related administrative responsibilities of the office
The position is required to frequently travel to field to provide technical guidance and support to the program and support staff in the Kolwezi and antenna offices and ensure that IRC’s policy and procedures are implemented/respected accordingly and improved/redesigned when necessary.
Requirements:
· Masters degree or equivalent preferred – Logistics and supply chain management is plus;
· At least three years of oversees experience (ideally in Africa), preferably in post-conflict/development work with management and supervisory responsibilities in logistics;
· Experience with security policy and management;
· Excellent organizational and analytical skills;
· Experience with remote technical management of field and satellite offices;
· Systems and process oriented - ability to design, implement and train; Strong communication, interpersonal and diplomatic skills when in contact with the staff, and representatives of other national and international organizations;
· Experience with training and developing national staff;
· Ability to work well under potentially unstable security environments, and administrative and programmatic pressures.
· Fluent written and spoken French and English essential
Specific Security Situation/Housing :
Lubumbashi is usually quiet and relatively safe. Petty crimes rate has been increasing since the closure of several mining societies in late November 2008 in Katanga but expatriates can normally move around without harassment or danger. English and French speaking international schools are available. Individual housing is provided to staff with dependents in duty station. This is an accompanied position.
