RECRUITMENT OF A LOCAL EXPERT IN PEAT

Background
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal, and Peat Resources etc.
It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.
The implementing agency for Energy Projects and Programs currently the Energy, Water and Sanitation Authority (EWSA) is facing shortage of capacitated human resources. It is in this regard that EWSA is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.

1. Peat in Rwanda
Rwanda has an estimated reserve of 155 million tons of dry peat spread over an area of about 50,000 ha. Many studies have been carried out over the past decades but the most comprehensive one dates from 1993 by EKONO-BRGM which consists of 6 volumes and covers an inventory of the peat areas, hydrological studies, environmental impact and market assessment. Many other detailed studies and tests have been carried out since among others by Kigali Institute of Technology (KIST) which confirms again that the peat has a good calorific value (limited tests were done at the tea factories but also for domestic cooking use) and the Institute for Scientific and Technological Research (IRST) which has tested carbonisation technologies.
OGMR’s activities have focussed on mechanical harvesting of the peat and its use in the bricks industry so far. The cement factory CIMERWA in the south-west of Rwanda has started to use peat for the cement process and it has a licence to exploit peat in Gishoma with an estimated reserve of 463,000 tons dry peat of good quality.
So far peat has not yet been exploited for electricity generation although the earlier studies clearly indicate potential in this area and the demand for electricity is growing rapidly in the country.

2. Local expert : Main Duties and Responsibilities

1. Follow-up and monitor the implementation of peat to power projects on a daily basis
2. Provide to the Head of Oil & Gas technical advice on issues relevant to the peat projects, including technologies, budgets and costs
3. When required by Mininfra, provide assistance for any matter related to the project, including but not limited to clearances, relations with GoR institutions, etc.
4. Follow-up and ensure that operators and developers comply with applicable Law, standards, regulations directives issues by all relevant authorities
5. Participate in project technical meetings, especially the monthly site visit;
6. Provide inputs and recommendations during project negotiations;
7. Report on any event or activity or operation carried out by the project which may have negative environmental and social impact;
8. Prepare and present to the Head of Oil and Gas Unit weekly progress reports on the project implementation;
9. Carry out any other duty the Ministry may required in relation to Oil and Gas Unit;
10. To support the Ministry in all other activities as deemed appropriate and necessary.
11. The Employee is compelled to keep the Employer informed of the progress of the task by submission of Monthly reports to his Supervisor.

3. Qualification and Required Experience
1. Masters Degree in the field of Engineering (Electro-mechanical, Electrical, Chemistry, Applied Physics or other related fields) or an High level Degree in any of the above fields with at least 3 years experiences in peat sector.
2. Superior written and oral communication skills in English; knowledge of both English and French will be an added-value.
3. Must be self-motivated and display common sense of good work ethic, initiative and good project monitor
4. Good ability to work and thrive in a team environment and contribute to the goals of the team.
