European Management Solutions is in the process of identifying 1 expert for the EC tender “Northern Uganda Rehabilitation Programme (09 ACP UG 016)”.
Global objective:
To provide the Programme stakeholders with an external, overall, independent and objective assessment of the outputs, outcomes and potential impact of the Programme vis-à-vis the expected results as contained in the logical framework, and other achievements derived and to identify relevant lessons learnt that could guide the design and implementation of the 10th EDF programmes in Northern Uganda
Required qualifications:
- Masters degree in relevant technical studies: tropical agricultural, agricultural engineering
- Knowledge of current evaluation theory and practice (EC, DAC-OECD),
- At least 5 years and preferably more than 8 years of relevant experience in agricultural development programmes in Sub-Saharan African contexts
- Experience in Programme monitoring and evaluation, project monitoring and EU project cycle management
- Familiarity with the challenges in northern Uganda; Knowledge of national policy frameworks/agenda (PEAP, PRDP, KIDDP). Experience in Northern Uganda an asset.
- Excellent communication and presentation skills
- Excellent writing and analytical skills
- Fluency in English as a working language, conversational knowledge of Luo/Ateso/Ngakaramajong/Swahili an asset
The Livelihoods Expert will only involved be in the NUREP evaluation.
