Livelihoods and Private Sector Advisor

The earthquake of January 12, 2010, caused serious damage in Port-au-Prince and other communities located at southern metropolitan area as well as Leogane, Petit-Goâve, Grand Goâve and Gressier Jacmel. The destruction of buildings and infrastructure has created extremely large amounts of debris that must be removed before any reconstruction could begin.
The vast majority of people living in tents and temporary shelters come from the shantytowns. Before the earthquake these neighborhoods were home to 80% of the population. Because of the high density of these neighborhoods, affected populations have been forced to seek refuge in public spaces and streets surrounding their neighborhood. A common feature is their isolation wards. Because the districts have never been supported by the state, communities are organized by them even for the provision of services. This results in community organizations that are the core strength of informal settlements. Each district has its own economic dynamic most often linked to opportunities for access to income generating activities outside the quarters, these opportunities have decreased as a result of the earthquake.

Duties and Responsibilities

Provide advice and support to the UNDP Recovery and Livelihoods Unit in the following areas:
  • Support for the development of CO Livelihoods and Private Sector strategy.
  • Support preparation of project proposals in Livelihoods and Recovery field (debris, housing, employment).
  • Support development of implementation strategies for existing projects in the Recovery and Livelihoods Portfolio.

Competencies

Under the guidance of the Head of the Recovery and Livelihoods Unit, the Livelihoods and Private Sector Advisor supports and advises the Unit on issues related to private sector partnerships, development based on inclusive markets and supports the development of the overall strategy for livelihoods and economic recovery.
The identification of entry points for future livelihoods programming and the preparation of proposals and project documents will also be required. Particular support will be required in identifying entry points for promoting gender empowerment in the reconstruction process through livelihoods support. Support will also be given to prepare for the initiation of new livelihoods programmes (terms of reference for project teams, support with the recruitment process ect.)
The advisor will also give substantial support to the ongoing debris management initiatives, especially in relation to Private Sector development. The Livelihoods and Private Sector Advisor will liaise with the staff in the Unit and with other programme and operations staff in the UNDP Country as well as other UN Agencies, UNDP HQs staff on Private Sector, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.
The consultant will work full-time in the UNDP Office in Port au Prince. This consultancy is for 2 months.

Required Skills and Experience

Education:
  • Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field. Studies in the Humanitarian field is an asset.
Experience:
  • 5 years of relevant experience at the national and international level in providing management advisory services, hands-on experience in design, formulation, implementation, monitoring and evaluation of development projects (PS related is an asset) and establishing inter-relationships among international organization and national governments.
  • This should include, at least, two years of experience in managing or designing inclusive markets programmes: considering suppliers/value chain focus; private sector; low-income housing; debris removal; regulatory framework to protect vulnerable consumers and enhance rule based and non-discriminatory markets, including fair competition; and experience in analyzing and promoting PPPs.
  • Previous experience working on Private Sector issues with a UN agency, in particular UNDP, would be preferable.
Language requirements:
  • Fluency in French and English required.
