SCOPE OF WORK
INFORMATION TECHNOLOGY MANAGER BACKGROUND: With 19 years of conflict in Somalia, TIS aims to promote stability by increasing the technical capacity at the national and regional levels of relevant government and non-governmental entities supporting the peaceful political processes; supporting local government and communities as well as promoting employment creation, income generation and vocational training initiatives through the local government offices, agencies, private sector and NGOs.
Country program objectives are expected to shift over the life of the program to account for shifts in the political environment. Objectives are subject to periodic review and adjustment through regular strategy sessions with input from the Contractor, taking into account budgetary and staffing implications that changes to the objectives may have. USAID Somalia owns the country program objectives and will document and approve all changes to these objectives. Changes in the program objectives do not require a modification to the contract scope of work.
PURPOSE: The Information Technology (IT) Manager will work closely with the Operations Manager, the Logistics field team and DAI’s functional teams to support the above noted program objectives.
The work of the IT Manager requires a good working knowledge of data security and the exercise of discretion, judgment, and personal responsibility.
Duties: Under the supervision of the Operations Manager and in close coordination with the IT and Database Officers in the field, the IT Manager will be responsible for :- • Managing and supporting the IT needs and functions of all offices. • Supervise and provide on going support and training to field based IT and Database officers. • Maintain and manage structural integrity of IT systems for all offices. • Monitors network system performance, including hardware and software usage patterns and modifies the network configuration accordingly. Aims for a user-friendly system to maximize system usage, and to improve work processes by designing unit or function-specific macros and templates. • Monitors file server and user memory requirements and disk usage to increase memory and/or disk space as needed. Develops and/or administers a network protection system. • Troubleshoot day-to-day office IT issues, set up, support, and maintain the IT system of the Nairobi Office. • Gather IT requirements from users, and develop solutions to meet users’ needs. • Develop a service plan to improve users’ technology skills, which will include training users as needed. • Keeps abreast of new technology, new off-the-shelf applications and systems software, and revisions to equipment/software in use to improve networking services. Oversees the operations and maintenance of overall project information technology. • Conduct periodic trainings for all staff in the use and maintenance of Lotus Notes, Oracle and the Activity Database. • Provide support to colleagues in the performance of duties; contribute constructively to the project’s working environment with suggestions to improve the project’s effectiveness as a team. • Provide regular office equipment maintenance and trouble shooting equipment malfunction as required. • Support the inventory management of all IT related office equipment to include printers, scanners, digital cameras and photocopiers. • Perform any other duties as may be assigned. • Perform other tasks as requested by the Chief of Party and Deputy Chief of Party. • Travel to the various field offices is mandatory, with security permitting.
QUALIFICATIONS:
EDUCATION
• University degree in Information Technology, Computer Science or appropriate field.
WORK EXPERIENCE • Five years experience working in Information technology • Experience working in a complex and challenging field environment • Fluency in written and spoken English. • Experience in data security. • Previous experience working in Somalia highly sought. • In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under unpredictable conditions.
SKILLS • Demonstrated IT expertise working in Somalia. • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
LANGUAGES • English language fluency required.
