SCOPE OF WORK
INFORMATION MANAGER BACKGROUND: With 19 years of conflict in Somalia, TIS aims to promote stability by increasing the technical capacity at the national and regional levels of relevant government and non-governmental entities supporting the peaceful political processes; supporting local government and communities as well as promoting employment creation, income generation and vocational training initiatives through the local government offices, agencies, private sector and NGOs.
Country program objectives are expected to shift over the life of the program to account for shifts in the political environment. Objectives are subject to periodic review and adjustment through regular strategy sessions with input from the Contractor, taking into account budgetary and staffing implications that changes to the objectives may have. USAID Somalia owns the country program objectives and will document and approve all changes to these objectives. Changes in the program objectives do not require a modification to the contract scope of work.
PURPOSE: The Information Manager is responsible for managing the program’s information and communication needs. In high-profile, high-pressure environments, USAID Somalia’s reputation for quick response leads to expectations for quick results reporting. The Activity Database provides the means to meet USAID’s needs and to exceed the Agency’s and State Department’s expectations in terms of reporting. The Information Manager will utilize the information in the Activity Database and information from monitoring and evaluation reports in the field to compile appropriate reporting on program status and impact, including regular reports, success stories, press releases, and ad hoc reports on how the program responds to particular issues. DUTIES: • Supervise the field based Information Officers in data collection, data quality assurance and reporting to include press releases, hot topic write ups and success stories. • Provide on going training and support to the Information Officers in reporting per stipulated requirements. • Manage the program’s field/region based information and communication needs. • Support maintenance of the Activity Database content, including quality control to ensure data quality, accuracy, consistency and completeness and compliance with USAID’s database standards.
• Coordinate with program and grants team to collect grant related information for on going reporting purposes. • Draft weekly and monthly reports, monthly success stories, and all ad hoc reporting (such as program status and impact) requested by the Information Manager, USAID or the program team in support of the program. • Provide guidance and support to media components of activities, and to media grantees. • Provide coordination support on any program related conferences, presentations, opening and grant signing ceremonies as and when requested by the Chief of Party and/or USAID Somalia. • Review quality of all reporting. • Extensive travel throughout the region is mandatory, and occasional travel to other regions is at the direction of the Chief of Party and the USAID Somalia COTR, with security permitting.
QUALIFICATIONS:
EDUCATION
• University degree in Mass Communication, English Language/Literature or other appropriate field.
WORK EXPERIENCE • A minimum of three year’s of experience in international development. • Familiar with activity and grant reporting methods and systems.
• Familiar with Microsoft Office suites. • Experience with deadline-driven writing assignments. • Experience in media, reporting, political journalism, and political analysis required.
LANGUAGES • English and Somali language fluency required.
