SCOPE OF WORK
HUMAN RESOURCE /OFFICE MANAGER BACKGROUND: With 19 years of conflict in Somalia, TIS aims to promote stability by increasing the technical capacity at the national and regional levels of relevant government and non-governmental entities supporting the peaceful political processes; supporting local government and communities as well as promoting employment creation, income generation and vocational training initiatives through the local government offices, agencies, private sector and NGOs.
Country program objectives are expected to shift over the life of the program to account for shifts in the political environment. Objectives are subject to periodic review and adjustment through regular strategy sessions with input from the Contractor, taking into account budgetary and staffing implications that changes to the objectives may have. USAID/OTI owns the country program objectives and will document and approve all changes to these objectives. Changes in the program objectives do not require a modification to the contract scope of work.
PURPOSE: The Human Resource/Office Manager will oversee financial, procurement, human resources and administrative matters from the Nairobi office. He/she will be responsible for managing the procurement of office supplies, day to day operations as well as the human resources. This position will require detailed knowledge of Somali culture, the Kenyan and Somali labour laws, highly developed collaboration and networking skills and the exercise of discretion, judgment, and personal responsibility.
Duties: 1. Oversee all procurement, accounting and human resource procedures in relation to the day to day operations of the program ensuring that they are compliant with local laws as well as DAI and USAID regulations. 2. Manage office procurement managing vendor relationships and coordinate purchase orders as necessary. 3. Manage and regularly update the Nairobi office inventory to include preparation of a six monthly inventory reporting in compliance with USAID regulations 4. Prepare weekly financial projections for the Nairobi office 5. Manage the Nairobi office operations budget 6. Supervise all operations staff based in the Nairobi office 7. Assist in recruitment as necessary 8. Collect necessary documentation and maintain complete and current Master Files for each employee. 9. Handle employee complaints 10. Ensure that Personnel Policies and Procedures are followed by all employees. 11. Ensure leave is tracked for all employees. 12. Responsible for vehicle registration and supervising vehicles repair and maintenance. 13. Maintain relationships with office building landlord.
QUALIFICATIONS
Recommended five years years of experience working in a complex and challenging environment, with at least three years in a supervisory capacity. This experience should include: work in transitional or general development programmatic areas; supervising and training local personnel; systems and office administration; operational management of budgeting; financial management (tracking, reporting and accounting); human resource management and procurement. Minimum of a Bachelor’s degree is required but may be substituted with educational or experience equivalent. Formal education in Human Resources highly desired. Fluent English written and spoken skills are essential along with excellent interpersonal skills and an ability to manage a diverse range of professional relationships.
SKILLS • Demonstrated expertise working within the Kenyan context with extensive knowledge of USAID contract regulations. • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential. • Strong administrative management and record keeping.
LANGUAGES • English language fluency required. Spoken and written Somali language preferred. SUPERVISORY RESPONSIBILITIES: • The Human Resource/Office Manager will supervise all Nairobi based operations staff to include but not limited to the Receptionist, Drivers, Cleaner, Maintenance Operative. BASE OF OPERATIONS:
• Nairobi, Kenya with travel to Somalia required on an as-needed basis REPORTING: • Directly to Operations Manager.
