The Human Capacity Development Senior Program Advisor will be responsible for providing high quality technical assistance and advice to Organization and PEPFAR management teams on all issues impacting human capacity development and health system strengthening.
Description of Responsibilities:
-Provide technical assistance and advice to Chief of Strategic Information/Human Capacity Development and management team on Other Health and System Strengthening (HSS) activities.
-In consultation and collaboration with PEPFAR Tanzania, collaborating agencies, host country counterparts, and other stakeholders, assists in the formulation of a USG health systems strengthening strategy and other related activities.
-Contribute to the development of new OHSS-funded activities; drafting technical materials for management review in support of new funding opportunity announcements.
-Serve as Organization’s point-of-contact for technical issues related to HSS/HCD. Provides technical assistance to implementing partners and to GOT partners with particular focus on serving as the liaison between care and treatment partners and HSS/HCD.
-Under direction of USDH, mentors HSS/HCD colleagues by providing guidance and support to develop staff skills and knowledge; ensure consistent quality of work; and facilitate success whenever possible.
-Reviews and provides comments to Project Officer on all technical requests supporting Organization’s OHHS/HCD activities, including quarterly reports, site visit summaries, continuation and supplemental applications, applications for new funding.
-Prepares for and actively contributes to site visits of Organization and other partners in Tanzania.
-Provides technical assistance to management relating to all aspects surrounding high level visits (including preparing memos, agendas and other relevant documents).
Minimum Qualifications:
-At least a Masters Degree in public health, behavioral or social science, medical science, or allied health field and substantial field experience. Experience in an African setting is desirable.
-A broad knowledge of public health in general and HIV/AIDS in particular
-The job requires knowledge of the prevention, care and treatment aspects of HIV/AIDS -Excellent communication skills, including ability to negotiate, write effectively and clearly, and conduct public presentations are essential.
-General knowledge and application of administration such as budgets, log frames, work plans and evaluation plans.
-The incumbent must possess a thorough and recognized mastery of the principles, methods, practices, and techniques of developing, implementing, and evaluating training and education strategies that will lead to informed decisions and actions by a wide variety of audiences involved with preventing and controlling HIV/AIDS nationally and internationally.
-The incumbent must be able to effectively communicate in writing and orally by utilizing a variety of styles and approaches. Incumbent must possess a high level of skill in producing, under deadline, a variety of training and education products that effectively convey programmatic and scientific recommendations and activities to a wide range of audiences, as noted above. Therefore the incumbent must have a thorough knowledge of, and be able to clearly communicate, medical/scientific terminology, epidemiologic concepts, and current public health issues and concerns.
-The incumbent must possess a thorough knowledge and skill in the appropriate use of available training and education channels and techniques (e.g., curriculum development, satellite based training, self-study module development, computer based training) for reaching a wide range of audiences.
-The incumbent must possess skill in analyzing programs, developing recommendations, and providing technical assistance/training to assist program officials and other health-care providers, in developing, implementing, and evaluating education and training programs
-Demonstrated track record in working with a variety of stakeholders.
-Fluent in English with excellent oral and written skills.
