HIV/AIDS Specialist (PMTCT & Paediatric Care), P-4

Purpose

Under the general guidance of the Chief Health, you will be responsible for supporting NASCOP in the formulation, design, planning, implementing, monitoring and evaluation of HIV and AIDS project/programme(s), particularly PMTCT and Paediatric Care, Management and ART to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives

Qualification

Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, Primary Health Care, Pediatrics AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS.*

Eight years of relevant professional work experience in the UN or other international development organization.

Background/familiarity with Emergency.

Experience in monitoring gender disparities and in programme interventions that reduce these disparities an asset

Fluency in English and a second UN language. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Key Expected Results:

Collect and analyse data for project planning, management, monitoring and evaluation purposes. Analyze programme implementation reports and evaluates against established programme recommendations and plans of action. Report outcome of analysis and propose corrective actions to promote and increase access to ART for children living with HIV and Prevention of Mother to Child Transmission. Strengthen HMIS -PMTCT & Paediatric data systems, that facilitates the timely collection, processing, and reporting of quality assured data to guide programme improvement and ensure set targets are met Provide technical assistance to the National, Provincial and District M and E / TWG teams for monitoring programme and financial (allocation an expenditure) data, strengthening data quality, its analysis and use Generation of strategic information and dissemination of policy and programme briefs to policy makers and programme planners in order to inform planning and decision making of the national HIV response and ensure that PMTCT and Pediatric issues are adequately resourced and optimally integrated within the Family health (RH, child health, immunization and nutrition) and Community Health agenda Assist NASCOP in institutionalizing the annual PMTCT implementers meeting/similar forums which provides a platform for implementers & researchers (GoK, partners, CSOs and academic institutions) to share experiences and innovations and highlight issues for advocacy Support the development of operations research to identify cost effective strategies for service delivery in order to inform policy and guide action plans for accelerating virtual elimination of PMTCT

Promote the quality of rights based HIV and AIDS projects and programme through participation in the formulation of programme/project goals, strategies and approaches, informed by the outcome of the situation analysis. Bring coherence, and synergy to PMTCT management processes using a results-based management approach to planning and design, implementation and monitoring. Ensure better integration of PMTCT and Paediatric care and treatment into broader health programmes (Maternal and new born, community health strategy) within the health sector at policy, program management and service delivery levels as part of health systems development Strengthen programme acceleration including transitioning to updated guidelines, operationalisation of MTCT free zones and implementation of the Jt PMTCT Mission recommendations for improving coverage and effectiveness of PMTCT and pediatric services Support integration of PMTCT and Pediatric issues within the Family health (RH, child health, immunization and nutrition) and Community Health agenda
Assist Government and partners develop and implement targeted and streamlined capacity building for Government staff and CSOs, who are involved with programming for PMTCT and paediatric AIDS. Support NASCOP to monitor comprehensive PMTCT services on quality of services using a standard assessment format of Availability, Accessibility, Utilisation, Adequate and Effective Coverage concepts and address identified bottlenecks by bringing partners around the table to address the challenges

Take active role and responsibility in the coordination and development of the sectoral workplan and technical decisions as well as for project management, implementation and monitoring of assigned activity, in compliance with the defined project strategies and approaches. Undertake joint field visits to monitor programmes and conduct programme review with NASCOP and other partners. Identify problems or alternative courses of action to accelerate/improve programme delivery. Make recommendations for changes in workplans as required.

Promote knowledge management by drafting or finalising sectoral documents and reports such as country programme recommendations and plans of action as well as through orientation and training programmes targeted to Government authorities. Ensure exchange of knowledge, information, experience or lessons learned; provides solid technical recommendations on major programme directions and on introduction of new initiatives in the country.
