The HIV/AIDS Technical Director, in close collaboration with Project Director and project team, will develop and implement quality evidence-based HIV/AIDS technical approaches at the district hospital and periphery sites ensuring integrated approaches for voluntary counseling and testing (VCT), provider-initiated counseling and testing (PICT), prevention of mother to child transmission of HIV (PMTCT), and TB clinical care, laboratory services, and wrap around infectious diseases. The HIV/AIDS Technical Director will ensure ongoing mentoring, training, and supervision of staff at the Center of Excellence (COE) and referral health clinics.

Responsibilities: |
- Develop and update standards for HIV/AIDS (VCT, PICT, PMTCT, HIV/TB clinical care, laboratory services, and wrap around infectious diseases)
- Lead assessments and analysis of implementation of standards at COE and referral clinics that impede access to care, and the development and testing of appropriate strategies for long-term, sustainable resolution
- Work closely with Department Health Director and COE Director to design and implement appropriate measures to address those needs and to incorporate into annual work plans
- Develop training plan for staff including clinical training skills to promote on the job training
- Provide training, follow-up support and supportive supervision as necessary with activities and develop evidence-based, gender-appropriate clinical training materials and standards, supervisory systems, and other materials needed for implementation in relation to HIV/AIDS
- Ensure that the activities are technically sound, evidence-based and responsive to the needs of Haiti and CDC
- Assist in the identification and dissemination of best practices and new technical strategies and approaches
- Provide technical input during the development of Project work-plans, long-term strategies and reporting
- Keep the Project Director and other project staff informed of successes, challenges and lessons learned in implementing programs in areas of technical expertise
- Represent Jhpiego in global, regional and national meetings and conferences
- Identify and disseminate best practices and new technical strategies and approaches in areas of expertise to project team
- Contribute to data collection, documentation and report writing
- Supervise staff

Required Qualifications: |
- Advanced degree in Public Health, Medicine, Midwifery, or Nursing, or related field
- Ten or more years of progressively senior experience in successful implementation and management of Haiti or international clinical HIV /AIDS programs, including CDC-funded programs
- Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff
- Knowledge of performance improvement/quality improvement approaches
- Ability to work on a variety of projects concurrently in a fast-paced environment and with competing priorities
- Strong skills in facilitation, team building and coordination
- Excellent verbal, written and presentation skills
- Excellent cross-cultural interpersonal skills
- Ability to develop productive working relationships with counterparts in other agencies and organizations
- Ability to travel nationally and internationally
- Experience working in Haiti
- Fluency in English, French and Haitian Creole
