The position will be based in Mozambique, the national office selected for establishing a center of expertise in health and HIV&AIDS.
KEY RESPONSIBILITIES
- Coordinates the development and alignment of regional and NO strategies for Health, HIV&AIDS, and Nutrition (HHN), establishment of goals, strategic objectives and targets to achieve results that benefit the health and well being of children and targeted families as well as communities.
- Works with the regional HHN and assists NO to training, roll-out, implementation, and analysis of assessment, monitoring and evaluation processes to monitor input, outcome, and impact results across Africa, integrating with and utilizing LEAP guidance, framework, and tools, and ensuring successful quality assurance and implementation of the Core HIV&AIDS Response Monitoring System (CHARMS) and 7-11 Health and Nutrition monitoring into PMIS as well as the development of an appropriate monitoring and evaluation system for health and nutrition core models.
- Leads the process of continuous learning, capacity assessment and training of the HHN Team and National Office HHN staff, through the establishment and management t of a centre of learning for health, nutrition and HIV&AIDS. Design and coordinate learning labs to provide hands on learning in best practice Learning Centre sites. Work with the regional PMU and other ministry teams for create systems to effectively institutionalize capacity building and ensuring that staff are equipped to implement and facilitate quality. Establish and implement a formal mentoring relationship with a key NO health staff person who shows promise as a future RO advisor.
- Assist national programmes adapt international and GC standards and protocols for key HHN areas, ensuring that project staff and partners understand these standards, as relevant to their work.
- Coordinates with other Regional ministry areas (WASH, Advocacy, Quality Assurance, HEA, Advocacy, Christian Commitment, Sponsorship and Child Protection,) to ensure complementarities and effective integration of Ministry areas across National Offices.
- Works with Support Office HHN teams, NO Health/HIV staff and other regional ministry and functions to ensure that large-scale grants and other specially funded HIV/Health initiatives are implemented well, achieving best practice standards of programming as well as financial accountability
- Coordinates with Support Offices to ensure alignment between SO Health/HIV programs and proposals and regional HHN approaches
Provides leadership for Health and HIV/AIDS resource acquisition work in the region, working to ensure that National Offices have adequate public and private funding to scale up high quality Health and HIV programming. - Participate in the global Hope Initiative network and major HIV/AIDS initiatives in the region. Be an active participant in the Global Health, Nutrition and HIV CoP and nutrition-working group.
- Represent the HIV/AIDS sector in strategic meetings where appropriate.
- REQUIRED:
- Masters or doctorate degree in public health or a medical degree
- A minimum of ten years of experience in managing development programs or projects in developing countries, preferably with previous experience as a WV National or Health/HIV Director in Africa.
- At least five years of specific experience in maternal and child health care programs or HIV/AIDS programming in developing countries
- Ability to build and lead a team of highly qualified and experienced professionals
- Excellent skills required in program design, reporting and documentation, and monitoring and evaluation
- Significant bi-lateral donor grant experience with proposal writing, program implementation, funding acquisition, and reporting
- In depth knowledge of World Vision operations and national office programming
- Must be a creative individual with strong sense of priorities and organizational skills and an ability to work with diverse teams across considerable distances
- Excellent communication skills (written and oral) and strong interpersonal skills are needed
- Must be able to negotiate ideas within and outside the World Vision partnership, particularly with donor communities.
- A mature Christian, who's willing to serve in very difficult conditions
