Project/Proposal Summary:
MSI is currently seeking a Financial Manager / Grant Specialist as part of a three-year project to support a USAID-funded youth livelihoods and empowerment project. The project is targeted to youth in areas that experience post-election violence in 2007. The objective of the project is to work closely with youth-led and focused Kenyan organizations to support micro-enterprise funds and training as well as political advocacy work to support youth participation in the political process.
Position Summary:
MSI is currently receiving applications from qualified individuals for Financial Manager / Grants Specialist. The Analyst will support the MSI team and local grantees in complying with all USAID/Kenya financial requirements, regulations and processes as well as grants compliance. The assignment period would be June, 2011 through May, 2014 at a full-time level of effort.
Responsibilities:
• Develop, implement and manage the grant making, management and tracking systems for Kenyan local partners;
• Support senior management in meeting USAID administrative requirements (budget preparation and tracking, financial management, agreement management);
• Establish a fluid financial system and set of protocols that enable transparency, accountability and accuracy.
• Maintain detailed records/files of program financial information;
• Draft monthly and quarterly financial reports which discloses burn-rate to USAID COTR;
• Present financial progress reports at quarterly meetings
• Work in collaboration with the Monitoring specialist to ensure accuracy of disbursement and use of funds
• Train, as necessary, staff and partners in aspects related to grant making and/or financial systems, protocols policies.
Qualifications:
• Prior experience overseeing the financial management and administration of USAID funded grants;
• Knowledge in the following regulation protocols: Federal Acquisition Regulation (FAR); USAID Acquisition Regulation (AIDAR); Code of Federal Regulations (226); and, Office of Management and Budget Curricular.
• Demonstrated ability in budget formulation, financial reporting and grant making according to USAID regulations and Kenyan law,
• Bachelor’s degree in a relevant discipline such as Accounting; Financial Management,
• Master’s Degree in Finance, International Development, Business Administration preferred;
• Excellent written and spoken English skills and fluency in Swahili appreciated.
