Organizational Setting | |
UNFPA strongly promotes national execution, as defined in the General Assembly resolution on the triennial comprehensive policy review (GA 56/201). In this regard, UNFPA seeks to engage national implementing partners, in particular governments and NGOs, to carry out activities to achieve programme outputs. The National Execution (NEX) Unit is responsible for ensuring that effective policies, procedures and systems are in place to ensure that funds are used for the purposes intended and, in particular, for overseeing the annual audit of national execution expenditure. The Unit is located in the Division of Management Services under the overall guidance of the Director, DMS and is under the direct supervision of the Chief of the Finance Branch. The position will report to the Chief, National Execution (NEX) Unit. Main Tasks & Responsibilties | |
Under the supervision of the Chief, NEX Unit, the incumbent performs the following specific duties and responsibilities: Standard setting ■ Sets the NEX audit standards in consultation with the Division for Oversight Services. ■ Updates the NEX Audit Terms of Reference ■ Prepares other documents setting and explaining UNFPA’s NEX audit standards, goals, process and methodology. ■ Communicates UNFPA NEX audit standards and expectations to all units managing NEX as well as the independent NEX auditors Guidance, support, capacity building ■ Provides general and direct guidance and support to UNFPA units on UNFPA’s NEX audit standards, the NEX audit ToR, process and methodology to all units managing NEX ■ Provides general and direct guidance and support to UNFPA units on the substantive aspects of audit planning, audit preparation, audit reports and follow-up on audit findings ■ Provides general and direct guidance and support to UNFPA units on financial programme management and financial aspects of audit ■ Provides special assistance to units with low capacity in close cooperation with the Regional Offices ■ Supports selected units with pre-audits and spot checks of their implementing partners as needed. ■ Supports selected units as needed with the formulation of management action and follow-up action plans on audit observations, and in particular qualified audits. ■ Assist UNFPA units in formulating activities to close capacity gaps of implementing partners in financial management. Review and analysis of audits and assessments ■ Reviews NEX audit reports and analyses global and regional trends and issues and highlights cases for special attention ■ Formulates management action required by headquarters, Regional Offices and UNFPA units based on the above review and analysis ■ Reviews the audit reports submitted by auditors other than the corporately recruited audit firm as for their compliance with the UNFPA ToR for NEX audit. Rates them and formulates management action based on the review in consultation with Regional Offices and UNFPA units ■ Undertakes a quality review of a sample of the audit reports prepared by the corporately recruited audit firm ■ Review, analysis and documentation of the qualified NEX audit reports and unsupported amounts every year and works directly with the UNFPA units to obtain additional supporting documentation, support expenditures where possible, undergo due diligence to clear the qualifications and if all fails, supports the unit to undergo the write-off procedure. ■ Review and advise on HACT micro-assessments, other implementing partner assessments, and joint audit and assurance plans and liaises with UNDP and UNICEF as needed. ----------------------------------------------------------------------------------------------- | |
Qualifications and Experience | |
■ Advanced university degree in Business Administration, Finance or Accounting. Bachelor’s degree with Accounting designation (CPA, CA) accepted. ■ At least 7 years progressively responsible experience in financial management and/ or audit at national and international level in a complex and fast changing business environment ■ Working knowledge of ERP systems a must, specific knowledge of UNFPA’s ERP system Atlas/Peoplesoft an asset ■ Understanding of UN or other international development programmes and programme financial management ■ Excellent communication skills to a variety of audiences, especially financial and audit laypersons. ■ Excellent knowledge of spreadsheets and relational databases (UNFPA's standard is MS office) ■ Excellent written and spoken communication skills in English.
