Final Evaluation for Community Water and Sanitation Project
Project Background
Community Water and Sanitation project (COWASA) project is a 5 year initiative which aims to reduce the proportion of population without sustainable access to safe drinking water and basic sanitation, estimated at 30-40% in the poorer rural areas and 60% in informal urban settlements, and strengthens community governance in water and sanitation provision.
This initiative is to contribute to the Millennium Development goal; of reducing by half the proportion of population without sustainable access to safe drinking water and basic sanitation. The project is funded by BLF among other donors and is implemented by Africa Now in partnership with various stakeholders during the period covering 2006 – 2011 in 4 larger districts Western Kenya.
The purpose of the assignment will be to carry out a Final Evaluation to determine the extent to which the objectives of project have been achieved and also to assess the impact all its components have had in the project area.

Respondents to this “Expression of Interest” should include a summary of the following information;
- Letter of Expression of Interest- signed and sealed.
- A capability statement, including demonstrated ability to conduct evaluations.
- Detailed company profile indicating verifiable previous experiences in the same field.
- An elaborate approach, methodology and work plan with a detailed financial proposal, including lead consultant’s fees.
- Updated curriculum vitae of the consultants who will undertake the work.
Interested individuals/firms to submit their sealed EOI clearly marked on the Envelope “COWASA EOI FINAL EVALUATION” which will be accepted until 12:00 noon (local time), Friday 29th April, 2011
