European Management Solutions is in the process of identifying 1 expert for the EC tender “Evaluation of Regional Economic Integration Programmes: Mid term ROC 16 and Final ROC 9 and 10 ”.
Global objective:
The overall objective of this programme is to support the regional integration process in West Africa as well as it gradual insertion into the global economy
Required qualifications:
· The expert shall be a qualified capacity development experts, with extensive experience in monitoring and evaluation of projects and conversant with participatory techniques as well as cost-benefit analysis of programmes. He or she should have a minimum of 10 years professional experience in developing countries, including in West Africa.
· He or she must have a political sciences /public administration background with a minimum of a Master Degree, well versed in project management, monitoring and evaluation technique. The expert must be fluent both in English and in French.
The team should cumulate the following knowledges, competences and skills:
- Proven work experience with European Commission Financing Proposals, Project Cycle Management and EDF procedures desirable;
- Proven work experience with Regional Organisations preferably with knowledge about ECOWAS-WAEMU;
- Fluent spoken and written in French and in English;
- Effective verbal and written communication skills and ability to write reports in a clear and concise manner;
- Excellent field research and report writing skills;
- Excellent interpersonal skills to relate to counterparts on all levels of hierarchy;
- Experience in dealing with politically sensitive assignments;
- Experience with work / travel in difficult conditions.
