Background:
Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in over 100 countries globally. Since 1961 CRS has been supporting more than 30 local partners in the DRC in the implementation of emergency response and development programs in the sectors of health, education, livelihoods, HIV and peace building. The Democratic Republic of the Congo (DRC) is one of the most populous, vast and resource rich countries in sub-Saharan Africa.
Primary role:
The PQ/G Manager will provide support and guidance to CRS/DRC programming staff responsible for the various grants. S/He will be responsible for assisting the Head of Programming with monitoring grant activities and building staff capacity to ensure programs are implemented and managed in accordance with CRS program quality principles and best practices; that all donor requirements are met and high quality reports produced by responsible staff. S/He will be responsible for coordinating ongoing and new proposal development initiatives ensuring the quality of final documents. The opportunity at this point in time for CRS/DRC is to demonstrate its capacity to deliver high quality and innovative programming in DRC. The PQ/G Manager will play a key role in consolidating and building CRS’ and partners capacity. S/He will be based in Kinshasa office and primarily focus on projects implemented in Western parts of the DRC, specifically Katanga, Kasai, Equateur, Maniema and Kisangani provinces. S/ He will have an effective coordination with the DHoP based in Bukavu (who covers South Kivu, North Kivu and Orientale Provinces), who has similar responsibilities for Goma and Bukavu based projects. The position will require travels up to 50% of LoE – which will include travel outside of Kinshasa for periods up to 15 days at a time.
Primary Responsibilities:
1. Ensure good implementation of CRS/ DRC Program Quality objectives designed for each fiscal year through the establishment and implementation of necessary systems, standards, staffing and strategies for quality programming;
2. Support the programming department to ensure necessary support and capacity building of staff and partners to implement high quality projects;
3. Support CRS/DRC in its institutional learning through the development of effective learning systems and processes;
4. Assist CRS/DRC in the development of high quality proposals;
5. Work closely with all programming staff to coordinate the development and finalization of the Country Program’s sectoral strategies;
6. Collaborate closely with the Head of Programs and HoO in the identification of potential funding for CRS/DRC and representation of the country program to potential donors through the development of strong marketing tools;
7. Assist CRS/DRC staff in quality and timely reporting producing polished English documents for external donors.
Specific Responsibilities
Program Quality
1. Support CRS project teams and partners in the development of DIPs and M&E components. Ensure DIP includes both programming events, as well as all management quality focused partner capacity events.
2. Evaluate M&E practices project wise at all stages, from the M&E system development to the quality collection of data in the field.
3. Ensure adherence with CRS guiding principles, program quality statement and standards.
4. Promote the use of CRS PQ tools and manuals, including the new ProPack III /SMILER for M&E.
5. Ensure the collection and reporting on standard indicators for the regional strategy, as well as common indicators for each of the Country Programs’ sectoral strategies.
6. Working with Program Managers, Head of Offices and HOP, support the timely review and finalization of quality progress reports.
7. Support the quality development of scopes of work for technical assistance, training materials/facilitation guides.
Proposal Development
1. Support programming staff in the design of high quality programs through the use of Integrated Human Development (IHD), ProPack and other program quality tools
2. Develop PINs, concept papers and proposals in participation with program managers, donors and partners ensuring the use of all program quality tools
3. In collaboration with Head of Programs and programming staff, enforce compliance with internal and regional review systems for project approval.
4. Participate in the review of Project Idea Notes, concept notes and proposals ensuring adherence to ProPack, CRS/PQSD, CARO and country level best practices.
Partner Capacity Building and Support
1. Together with the Head of Programs, programming staff and partners, identify capacity building needs for partners and in concert with the Head of Programs and Project Managers, ensure that needs are addressed.
2. In collaboration with Head of Programs and PMs ensure that partners are closely involved in the development of projects; create tools with partners and programming staff that will facilitate communication and relationship building
3. In concert with Head of Programs and PMs ensure all partner programming staff is aware of CRS partner principles, overall guiding principles/Catholic Social Teaching and are applied consistently.
4. Together with the Head of Programs and Program Managers develop and review required reports and responses to donors in compliance with award provisions and guidelines.
5. Work with the Head of Programs to provide guidance to CRS staff in the design and enhancement of M&E tools, protocols, surveys and evaluation instruments to strengthen quality data collection, analysis and reporting on projects/programs core indicators.
Institutional Learning, Documentation and Sharing
1. Keep abreast of lessons learned with donors through coordination of Overseas Support Development (OSD), Business Development unit, (BDU), Deputy Regional Director (DRD) and Program Quality Support Department (PQSD). Maintain documentation of lessons learned in the DRC context and disseminate as appropriate both internally and externally.
2. Take the lead in the completion of success stories and case studies, as well as the yearly reporting to the Ministry of Plan.
3. Participate actively in the effective use of the Country Program’s Sharepoint to ensure that PQ tools, key program documents, reports and calendar of PQ events are accessible to all program managers.
SPP development and Implementation
1. Play an important role in the finalization of the SPP through the preparation and organization of reflection workshops and its outputs, and drafting key sections of final document.
2. Identify potential donors (Foundations, Embassies, Bilateral organizations, INGOs, other non-traditional sources)
3. Conceptualize and oversee the production of appropriate marketing materials for CRS/DRC portfolio in collaboration with programming and administration (Project fact sheets, sectoral and/or geographic focus brochures, and past performance documentation).

Supervisory Responsibilities:
1. Supervise Kinshasa based M&E officer.
2. Depending on sectoral focus, the DHOP may also supervise a maximum of one Program Manager.
3. Ensure adherence to CRS Performance Management system.
4. Provide quality mentoring and coaching.
Key Working Relationships:
Internal: Country Representative, Head of Programming, Management Quality Team, Central Africa Regional Office (CARO) DRD/PQ.
External: Congolese and international NGOs; regional and international research agencies; civil authorities; donors; and UN agencies.
Qualifications:
1. Master's degree in one of the following: agriculture, public health, education, international development, or related field.
2. Four years experience working in a development setting.
3. Understanding of U.S Government grant provisions and guidelines, including proposal formats and reporting requirements.
4. Capacity to work closely, understand, and support local Church partners
5. Excellent oral and written communication skills
6. Experience developing successful proposals and strategic alliances
7. Strong capacity in project design, project management and M&E
8. Familiarity with policies, procedures, and priorities of USAID, UN agencies, and Caritas agencies preferred
9. Strong computer skills: Word, Excel, Outlook, PowerPoint; Microsoft Publisher preferred
10. Experience in staff development and partner capacity preferred
11. Knowledge of CRS’ program quality standards, the justice lens, and Catholic Social Teaching principles preferred
12. Good French language skills
