Role and Responsibilities
Support the CD, in the effective execution of all project support functions and external representation of the Medair D.R. Congo projects. Management of support activities and related staff in D.R. Congo.
Project Overview
There are currently 3 main programmes that are being run in D.R. Congo from the bases Bunia, Isiro, Dungu and Ango. Medical: Improving access to vulnerable populations, mostly IDPs and improving quality of care through training, provision of medicines and medical equipment and rehabilitation of health centres; also involved in epidemic response; Reconstruction: Bridges and roads; Water, Sanitation, and hygiene (WASH): construction of hygiene and sanitation facilities at health centres, improving access to drinking water, hygiene training.
Medair

Key activity areas
Management & Development
• To work with the CD & PM’s in developing country support strategy that is responsive to the changing environment, the project programme and needs of the participating communities. • To ensure that all donor requirements in financial reporting and procurement are effectively met. • To work with CD / DCD-Programmes / PMs / Managers in improving and standardising processes across all sites.
HR Management
• In collaboration with HRO at HQ to decide on recruitment, contract extensions, issues and training and development for relevant IRS. • In collaboration with HRM in Bunia to decide on recruitment, contract extensions, issues and training and development for relevant NRS.
Financial Management
• To monitor BvAs to ensure that base budgets are managed.
Deputisation
• Assume the role and authorities of the CD in collaboration with the DCD Programmes and DO in the absence of the CD.
Qualifications
• University degree and relevant professional experience • Higher degree in Business and relevant professional experience desirable
Experience / Competencies
• Experience in people management • At least 1 years’ experience in a development country • Good organizational skills; Ability to plan and multi-task • Good attention to detail; Good autonomy and deep sense of initiative and responsibility • Able to work under high pressure and demands from others. • Team Player; Desire to develop capacity and competence of staff • Working knowledge of French (spoken and written)
Medair standard working requirements for the field
• Experienced professionals in a relevant field • Commitment to the Medair values (faith, hope, accountability, integrity, dignity, compassion) • Minimum three months of overseas intercultural experience • Strong working knowledge of English (spoken and written) • Working knowledge of French (spoken and written) for French-speaking field programmes • No dependent children • Competent with Office Word, Excel, PowerPoint, and Outlook • Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• The DCD job is based in Bunia but there will be regular visits to the other DRC bases in Ango, Dungu and Isiro. Bunia is a rural town with quite a large expat community as it is the centre for NGO activity. • Security in Bunia is good although there remain quite strict guidelines in town. • The Medair house is very comfortable with a large garden and we have access to mobile networks and a good internet connection.
