Pact is seeking a DCOP/ CSO Capacity Building Advisor for USAID’s 5-year Institutional Strengthening Project, FANIKISHA. With a new five-year Implementation Framework for the Health Sector in place, USAID/Kenya will build upon and redirect successful aspects and lessons learned in institutional strengthening under Kenya Small Grants and Institutional Strengthening Programs (KSGISP) I & II to strengthen the technical and institutional capacity of CSOs to enable them to deliver quality health and related social services through strengthened health systems. This will enable them to provide comprehensive health services and referrals to public and private healthcare facilities. This project will also strengthen the national level Kenyan NGOs, CSOs and / or CSO networks to provide national level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities. The CSO institutional strengthening project is expected to operate primarily at the national level with appropriate linkages to the district and community levels as part of the overall Implementation Framework for the Health Sector.
OVERALL RESPONSIBILITIES
The DCoP/ CSO Capacity Building Advisor work in close collaboration with the COP. S/he will serve as a member of the Project Management Team and act on behalf of the COP in his / her absence. S/he will be responsible for designing and overseeing all technical capacity building aspects of the project. S/he works with the COP, M&E staff and organizational development technical advisors to track the progress of performance-based arrangements for sub grantees. S/he will support the project activities such as the analysis and documentation of project results, impact and compile technical reports. The DCoP will be expected to communicate results and accomplishments to all interested parties and key stakeholders groups. The DCoP will be expected to provide leadership and guidance in the areas of financial management, resource mobilization, advocacy and other capacity building areas .
SPECIFIC RESPONSIBILITIES
1. Oversee the development, implementation, and monitoring of the Project’s organizational and technical delivery assistance strategies
2. Coordinate the Project’s activities with donor, CSOs, MOH, partner organizations and other Stakeholder groups
3. Develop and implement tools, approaches, policies and advocacy initiatives to improve management and technical capacity of CSOs
4. Oversee strategic direction, program activities, and technical assistance for governance, grant management, resource leveraging to increase popular support and resource allocations for CSOs.
5. Collaborate with Chief of Party and other team members to fully integrate activities into the Project’s overall goals
6. Participate in technical review meetings and serve as an advisor to CSOs on institutional systems strengthening
7. Develop technical strategies and implement annual work plans to ensure project deliverables are achieved.
8. Arrange for and assist with assessments of national / local health policies and guidelines, to determine CSO health system strengths and weaknesses and identify technical assistance gaps that may be addressed by MSH or other collaborating agencies.
9. Ensure that CSO institutional capacity and opportunities are identified, shared and applied when appropriate through regular discussion with USAID and other collaborating agencies.
10. Actively seek opportunities to work with civil society organizations (NGOs, FBOs CBOs, etc.) at all levels.
Qualifications:
1. Advanced degree in relevant technical area. Exceptional relevant experience may be considered in lieu of an advanced degree.
2. At least ten (10) years of experience designing, implementing and managing capacity building programs for NGOs and CSOs in East Africa, preferably in Kenya.
3. Experience managing capacity building programs for health organizations, preferred.
4. Experience with USAID.
5. Demonstrated success and expertise in influencing and negotiation and advocacy work among senior-level donors and government counterparts in the country
6. Significant experience in local governance/public administration including capacity development of civil society organizations, policy reform, policy/legislative change, local community organizing, and advocacy.
7. Proven, effective leadership skills. Superior ability in developing effective interpersonal relationships, negotiation and conflict management.
8. Strong financial and operational skills with ability to demonstrate initiative, self-motivation and a commitment to lead and work with a diverse team
9. Excellent written and oral communications and presentation skills in English.
