Purpose
Under the general guidance of the Deputy Representative, you will be responsible for the design, management, execution, monitoring and evaluation of communication for development and social mobilization strategy in support of the country programme. You will be responsible for the overall management and oversight of the Strategic Planning, Communication and Coordination programme within the Country Programme. The incumbent will be involved in the leveraging of needed financial resources, including government contribution, and the development of a broad partnership to promote for childrens’ and womens’ rights and support UNICEF's mission in the country, through advocacy and communication strategy.
Qualification
Advanced university degree in the social/behavoural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions*.
Five years progressively responsible work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.
Fluency in English and another UN language is required. Knowledge of the local working language of the duty station is an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
- In collaboration with programme staff, government officials and other UNICEF partners, designs and manages/facilitates the implementation, monitoring and evaluation of C4D plans of action aiming at: (a) behaviour development/change at individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in development programmes.
- Participates in strategy development to get childrens’ and womens’ issues into the public domain, and strengthen political will in support of UNICEF's mission and objectives, (including communication assessment and analysis, development of a communication plan, strategic use of resources and involvement in key programme processes, especially situation analysis, reviews and evaluations). Ensures the monitoring and evaluation of its impact.
- Develops the workplan for the section and monitors compliance to ensure objectives and targets are met and achieved. Coordinates with Operations/Supply staff on supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and accountability, and those activities are within established plans of action, and the programme budget allotments. Guides and supervises professional and support staff. Ensures their training needs are met, and provides on-the-job training.
- Provides technical support –including the development and utilization of training materials and activities – to build capacity in participatory & behaviour communication at various government levels, in support of programme sustainability and emergency preparedness and response, including scaling up of Influenza control efforts.
- Develops partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as CSOs, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme, and strengthens their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing
