Position Summary:
BroadReach is currently accepting expressions of interest from potential Chief of Party (COP) candidates interested in BroadReach’s proposal bid for an upcoming USAID-funded program in Ethiopia.
The COP will be responsible for providing leadership, management, strategic technical guidance, and facilitating collaboration with USG and stakeholder governments and institutions.
Key responsibilities may include but are not limited to:
• Providing strategic leadership and technical, managerial direction
• Managing the program startup and rollout of multiple field offices
• Serving as principal and managerial point of contact with USAID
• Facilitating strong collaboration with USAID, government counterparts and other donors
• Liaising with the Federal Ministry of Health, Regional Health Bureaus and other government agencies
• Overseeing programmatic activities including improving human resource management, strengthening human resource information systems, training and capacity building of health workers, monitoring and evaluation, quality assurance and promoting gender equity
• Ensuring programmatic alignment with the National Strategy and PEPFAR framework
• Coordinating with and creating linkages with other USAID funded implementing partners
• Program and financial management
• Supervising program staff, and ensuring the strategic and functional integration of all technical areas
• Ensuring timely submission of technical and financial reports to USAID on a quarterly and annual basis
• Overseeing sustainable project close-out and handover to the Government of Ethiopia
Basic Qualifications:
• Advanced degree in Public Health, Social Sciences, Epidemiology, International Development or other relevant field; medical, nursing or other relevant degree
• 10+ experience in a progressive leadership position managing programs involving health systems strengthening, HIV/AIDS, human resources for health, integrated health service delivery, and/or human capacity development in developing countries and complex cultural settings
• Ability to develop and adhere to high-level budgets of up to several million dollars encompassing multiple program areas spread across large geographies
• Prior experience managing 20 or more professionals while representing a range of technical expertise and working in multiple locations across a large geographic area
• Experience working on USAID, PEPFAR, and/or other donor-funded human resource for health projects or programs
• Proven track record in international development project management, including: strategic planning/visioning/leadership, work-planning, donor relations, contract compliance, financial management, personnel management and results monitoring
• Must demonstrate exceptional written and oral communication skills in English
• Advanced Word, Excel and PowerPoint experience
Additional Desired Qualifications:
• Experience in managing similar programs in Ethiopia or the region
• Ethiopian National
